Consultant as Subject Matter Expert for Construction Industry (Infrastructure & Building) for WRI Indonesia's Energy and Sustainable Business (ESB) Program, supporting the study 'Creating Lead Market for Low Emission Steel in Indonesia: Choosing the Right Sectoral Starting Point.' The SME will provide technical reference on steel use and project cost in Indonesia's infrastructure and building sectors, translating existing working experience into reference figures and validating results through a focus group discussion (FGD) with industry practitioners. Duties (80% Subject Matter Expertise): complete a project portfolio worksheet selecting typical infrastructure and building project types; fill in steel bill of materials and quantities (BOM/BOQ) reflecting actual practice; fill in cost breakdowns across standard cost categories; document typical steel procurement prices; document assumptions and specifications behind each figure. Duties (20% Program Management Support): coordinate with the research team and facilitate one FGD with industry practitioners to validate and revise figures. Requirements: Bachelor's degree in Civil Engineering, Construction Engineering, or related field (academics, PhD holders/candidates welcome); minimum 5 years' relevant experience as a quantity surveyor, cost estimator, project engineer, project manager, or construction consultant with substantial experience in infrastructure and building projects; demonstrated hands-on experience preparing or analyzing BOM/BOQ covering steel components; strong knowledge of project cost structures and steel procurement pricing; experience across multiple companies/projects preferred; proficiency in Microsoft Excel; ability to facilitate technical discussions with industry practitioners; strong communication skills in Bahasa Indonesia, English proficiency an advantage; legally able to work in Indonesia, preferably based in Jakarta. This is a remote, part-time consultancy with occasional offline activities in Jakarta, reporting to the Net Zero Senior Analyst. Duration: 1 October 2026 to 30 November 2026, daily rate-based, maximum 20 working days over the contract period.
