NRC is looking for an experienced senior project professional with a strong background in legal assistance, ICLA, partnerships, or civil society strengthening, and proven ability to navigate complex political and humanitarian contexts. The ICLA Project Manager will lead implementation of all ICLA activities in the Gaza Strip, managing technical quality, timely implementation and monitoring of the delegated project portfolio and staffing, and ensuring alignment with project outcomes, strategy and design. Key responsibilities include providing strategic and technical leadership to the ICLA portfolio; leading and managing ICLA projects against objectives, timelines, budgets and donor requirements; leading coordination and external engagement with the Gaza Protection Consortium, Legal Task Force, Shelter Cluster, donors and partners; managing and developing ICLA teams and partnerships; strengthening programme quality, accountability and learning including case management and M&E systems; and promoting integrated, principled programming across NRC departments. Requirements: university degree in a relevant field, preferably Law; at least 3 years of senior-level project implementation experience in humanitarian/recovery, legal assistance, partnerships or civil society strengthening; relevant legal expertise in ICLA or legal aid programmes; knowledge of Palestine's legal and judicial context and displacement issues; experience with institutional donors such as ECHO, NMFA, SIDA and GFFO; experience in consortia and partnership-based programmes; demonstrated advocacy experience; and fluency in English (Arabic an asset). Duty station: Gaza, Palestine. Fixed term contract of 12 months, national contract, renewable based on performance, funding and need.
