NRC seeks a Shelter, Sites and Settlements Programme Development Manager for Venezuela, responsible for designing, developing and implementing Shelter, Sites and Settlements programs/projects, ensuring technical integration of the earthquake response in La Guaira, including damage assessments, site design and organization, occupancy criteria, transition processes and operational coordination with the Shelter, Land and Settlements Coordination Cluster. Responsibilities include developing CC strategy, technical SOPs, guidelines and MLFs; ensuring compliance with NRC Shelter policies and tools; managing funding proposals, project budgets and donor reporting; representing the Area 9 Shelter program in internal/external coordination spaces; supervising the Site Management team. Requirements: minimum 3 years' experience in a senior role implementing projects in humanitarian/recovery contexts; experience in complex, unstable contexts; technical experience in Shelter, Sites and Settlements including camp/site management, community engagement, service coordination and site governance; knowledge of market analysis and cash-based interventions desirable; fluent English (written and spoken); valid driving license; prior emergency response experience (earthquake response desirable); university degree in architecture, civil engineering, development or related field; knowledge of Office 365/Teams and NRC project management systems; knowledge of Venezuela's humanitarian, political and social context and coordination architecture; experience coordinating with local authorities, UN agencies and partner NGOs; frequent travel availability. Contract: national or international, 6 months with possible renewal, Grade 9, based in Caracas with 40% field travel.
