NORCAP works to improve aid to better protect and empower people affected by crisis and climate change, providing expertise and solutions to humanitarian, development and peacebuilding partners. The Ministry of Social Affairs (MoSA) in Lebanon manages large-scale data systems supporting emergency response and national social protection programmes, including AMAN and the Social Safety Nets programme, and faces challenges with fragmented datasets, data quality, validation, and analytical outputs. The National Data Adviser will provide technical support to strengthen the quality, reliability, and usability of priority datasets, working with ministry teams to clean and validate data, develop analytical tools, and produce decision-ready outputs. The position is based in Beirut, Lebanon, on a 12-month contract with possible extension, reporting to the Ministry Line Manager and NORCAP Thematic Manager. Responsibilities include engaging stakeholders to define methodologies and workplans, assessing datasets and systems for quality issues, cleaning and validating displacement, beneficiary, and payment-related data, designing data cleaning/validation/deduplication approaches including scripts, developing dashboards and analytical products, producing analytical briefs, and creating documentation and handover packages. Requirements: 5-7 years of experience in data analysis or data management with large complex datasets; strong proficiency in Python and/or R, SQL, Power BI and/or Tableau, and advanced Excel; experience in data cleaning, validation, deduplication, visualisation; humanitarian, development, social protection, or government data systems experience is highly desirable; strong analytical, communication, and problem-solving skills.
