The Treasury Specialist position is assigned to the Investments Division (TDID) within the Treasury Department, based at ADB Headquarters in Manila, Philippines (relocation required, with reasonable relocation expenses covered). Reporting to the Assistant Treasurer, TDID, and overseeing junior team members, the role manages investment portfolios supporting the division's liquidity management objectives and ADB's financial strength. Responsibilities include: helping achieve projected income targets from liquidity investment operations within approved authorities and guidelines; developing and implementing portfolio strategies for debt-funded liquidity; supporting liquidity pool management, daily cash positioning, short-term funding, and reconciliation across multiple portfolios; managing cash flows for investments, disbursements, and operational requirements; monitoring assigned portfolios and reporting on risk, exposures, strategy implementation, and market developments; identifying new investment opportunities and recommending policy enhancements; and maintaining relationships with market counterparties and participating in interdepartmental committees on funding, asset/liability, and risk management matters. Requirements: university degree in finance, economics, accounting, or related field (postgraduate preferred); at least 6 years of relevant professional experience with knowledge of portfolio management theory and practice; experience in liquidity management across fixed income, money market instruments, foreign exchange forwards, swaps, and repo; understanding of the regulatory environment affecting external counterparties; knowledge of multilateral development banks' investment guidelines and reporting requirements; proficiency in English; and international work experience across several countries.
