UNESCO, in collaboration with the Ministry of Education, Science and Technology (MoEST), seeks an individual consultant to assess implementation of the Readmission Policy (finalised 2018, launched 2019) in three education divisions: Central East, South West, and Shire Highlands. The policy addresses school dropout, particularly linked to early pregnancy and marriage, under four priority areas: readmission procedures and conducive learning environments; school-based preventive measures against dropout; community support mechanisms to retain readmitted learners; and coordination among stakeholders. This assignment extends a prior UNFPA-supported study to the three remaining divisions not previously covered. The consultant will conduct a desk review of policy documents and EMIS reports, plus qualitative data collection through key informant interviews (government officials, school managers, teachers) and focus group discussions (learners, community leaders, mother groups, parents/guardians) across six purposively sampled schools. The assignment is for a maximum of 20 person-days over one month. Mandatory qualifications: Master's degree in Education, Development, Public Health, or related discipline; five years' practical experience conducting assessment/research studies in public health, adolescent sexual health, comprehensive sexuality education, or life skills education; strong qualitative data collection and analysis skills evidenced by two relevant research samples; excellent writing skills. Experience in girls' education issues in the Malawi context is desirable.
