The Senior Investment Specialist (Guarantees) is assigned to the Private Sector Mobilization and Blended Finance Division (PSMB) within the Private Sector Operations Department (PSOD), based at ADB Headquarters in Manila, Philippines; relocation is required and reasonable relocation expenses will be covered. Reporting to the Director, PSMB, and overseeing junior team members, the role leads and mobilizes financing from commercial sources (banks, insurance companies and other entities) to ADB's sovereign and non-sovereign clients by originating, structuring, executing, and syndicating debt, and issuing political risk and credit guarantees while maintaining relationships with commercial financiers. Responsibilities include: leading, identifying, structuring, executing, and assisting in syndicating/distributing transactions involving sovereign and non-sovereign clients in infrastructure and financial sectors, including through credit insurance; supporting Regional Department teams with financing from commercial sources using ADB guarantees; mobilizing commercial financing through guarantees for transactions with and without sovereign recourse; building relationships with insurers, major commercial lenders, institutional investors, and financing arms of multilateral/bilateral agencies; advising on financing structures for transactions with low to moderate risk; and contributing to knowledge management including staff instructions, seminars, and publications on guarantees and risk distribution. Qualifications required: a Master's degree or equivalent in a business or finance related field (or a university degree with at least 5 years of specialized relevant experience), and at least 10 years of relevant professional work experience in project and/or structured finance.
