The position of Senior Financial Management Officer is assigned to the Financial Management Division (PFFM) within the Procurement, Portfolio and Financial Management Department (PPFD), based at ADB's Nepal Resident Mission (NRM) Office in Kathmandu, Nepal. The role reports to the Director, PFFM or a designated international staff, and is matrixed to the Country Director, NRM, overseeing junior team members. Though based in Nepal, the incumbent may be assigned to tasks in other developing member countries of ADB.
Responsibilities include: leading financial due diligence for project processing, including FM assessments, financial and sustainability analyses, cost estimates and financing plans, risk mitigation measures and covenants, and financial management, reporting and audit arrangements; supporting project implementation through FM review missions, monitoring FM action plans, and coordinating with project teams and executing/implementing agencies; leading annual project and audited entity financial statement reviews, monitoring compliance and covenant issues; providing FM support to project teams and agencies; participating in country partnership strategy, governance assessments, and public financial management assessments; supporting country, sector, and agency FM systems assessments; participating in and facilitating FM training, conferences, and capacity-building programs; and other tasks as assigned.
Qualifications: Bachelor's degree in accounting, finance, or a related field, preferably with a master's degree; professional accounting qualification (e.g., CPA, CA, ACCA); at least 8 years of relevant professional experience in private or public sector financial management (accounting, budgeting, auditing), including at least 4 years of supervisory experience; experience with international financial institutions is advantageous; advanced knowledge of international and national accounting, reporting, and auditing standards for the public sector; proficiency in English and the local language; demonstrated experience liaising with government officials in Nepal; and proficiency in Word, Excel, and PowerPoint.
