The position of Human Resource Assistant is assigned to the Talent Acquisition Division (BPTA) within the Budget, People, and Management Systems Department (BPMSD), based at ADB Headquarters in Manila, Philippines, reporting to designated International Staff and/or senior National Staff. The incumbent will provide support to the full cycle of recruitment and selection activities in BPTA, offering guidance and advice on strategic recruitment to meet resource requirements of assigned client departments, and may serve as BPTA's HR Business Partner representative on selection panels ensuring vacancy-driven selection processes comply with relevant Administrative Orders. Responsibilities include facilitating advertisement of vacancies across various media platforms to build candidate pipelines; reviewing and pre-screening applications against minimum requirements and coordinating shortlisting with hiring managers; coordinating panel interview activities and serving as interview panelist when assigned; supporting client departments in implementing recruiting strategy and candidate profiling; coordinating due diligence checks, salary comparisons, offer preparation, and pre-employment requirements; responding to inquiries on recruitment procedures and terms of appointment; ensuring accuracy of candidate records in the HRMS; monitoring recruitment actions and preparing statistics; and participating in BPTA working groups and special projects. Qualifications required include a Bachelor's degree in Human Resource Management, Psychology, Business or Public Administration, Social Sciences, or a related field; at least 5 years of relevant work experience, preferably in human resources management; knowledge of HR policies and procedures; experience conducting structured and competency-based interviews and applicant screening; ability to review and improve recruitment business processes; proficiency with HRMS and personnel database systems; strong collaborative teamwork skills; and excellent written and verbal communication skills in English.
