Restless Development is implementing a youth employment portfolio designed to improve the economic resilience and livelihoods of young people by expanding access to dignified and fulfilling work, entrepreneurship opportunities and inclusive financial services across 13 districts.
About the Role: The Monitoring, Evaluation and Learning (MEL) Coordinator will lead the design and implementation of monitoring, evaluation, research, and learning systems for our programmes, ensuring effective tracking of programme performance, measurement of results, and generation of high-quality evidence to inform decision-making, learning, and accountability. The role works closely with consortium partners, programme teams, and the MEL function to ensure coherent and harmonised data systems, timely reporting, and effective use of evidence.
Key responsibilities: Lead the design, implementation and continuous improvement of the MEL system in line with programme objectives and donor requirements; develop and maintain MEL frameworks, indicators, data collection tools and reporting templates; oversee routine monitoring, produce monitoring reports and dashboards, and conduct field monitoring visits and data verification; coordinate baseline, midline, endline and thematic evaluations and manage external evaluators; lead structured learning processes and develop knowledge products such as learning briefs, case studies and policy notes; lead coordination of programme reporting and provide technical support and capacity strengthening to consortium partners; ensure data quality assurance, accountability mechanisms and compliance with ethical data management principles.
Essential: Bachelor's degree in Statistics, Economics, Development Studies, Social Sciences or a related field; a postgraduate diploma in Monitoring and Evaluation; at least 3-5 years of experience in monitoring, evaluation, research or learning roles within NGO or donor-funded programmes; strong experience designing and implementing MEL systems, frameworks and tools; experience in data collection, analysis, visualization and reporting using quantitative and qualitative methods; strong understanding of results-based management; experience working with consortium or multi-partner programmes; experience using digital data collection tools (Kobo Toolbox, ODK, Excel); strong communication, facilitation and report writing skills. Desirable: experience in youth development, livelihoods or economic empowerment programmes; experience with Mastercard Foundation or other large institutional donor MEL systems; data visualization tools (Power BI, Tableau); familiarity with Uganda's development and youth employment context.
Salary: UGX 73,299,474 Gross Per Annum. Length of contract: 2 years. Preferred start date: October 2026. Reports to: Monitoring Evaluation and Learning Manager. Expected travel: fairly regular international and domestic travel. This position is contingent upon the availability of funding.
