Restless Development Uganda is an agency for youth-led change, supporting the collective power of young leaders to create a better world. Across Karamoja, West Nile, Eastern and Central Uganda, we support young people to influence the decisions that affect their lives while strengthening the systems and institutions that enable them to realise their full potential. We also coordinate the Uganda Youth Collective, a national platform of over 600 youth-led organisations. Restless Development is implementing a youth employment portfolio designed to improve the economic resilience and livelihoods of young people by expanding access to dignified and fulfilling work, entrepreneurship opportunities and inclusive financial services across 13 districts.

About the Role: The Programme Officer - Organisational Development & Advocacy will support the implementation of organisational strengthening and community-level advocacy activities, working closely with Youth-Led Organisations (YLOs) and consortium partners to strengthen local organisations as effective, sustainable and youth-responsive actors. The role provides day-to-day implementation support for organisational development activities, including organisational assessments, capacity strengthening interventions, partner accompaniment, advocacy actions and documentation, contributing to stronger governance, leadership, programme delivery systems and accountability among youth-led organisations.

Key responsibilities: support day-to-day implementation of organisational development and advocacy activities in line with approved work plans; support organisational capacity assessments and partner reflection processes; help partners develop and implement organisational improvement plans; lead implementation of youth-led advocacy activities amplifying young people's priorities on employment, entrepreneurship and financial inclusion; support YLOs to engage communities and stakeholders through dialogues, consultations and forums; collect and maintain accurate information on youth engagement activities and programme outcomes; support monitoring visits, field verification and participant tracking; prepare activity reports, partner updates, case studies and learning products; uphold safeguarding, gender equality, diversity and inclusion standards and report safeguarding concerns; prepare and manage programme budgets and work plans and ensure timely accountability for activity funds.

Essential skills and experience: Bachelor's degree in Development Studies, Social Sciences, Organisational Development, Public Administration, Community Development, Political Science or a related field; at least 1-2 years' experience supporting organisational development, capacity building, community engagement or advocacy-related programmes in Uganda; experience working with Youth-Led Organisations, Community-Based Organisations or grassroots structures; experience facilitating trainings, mentorship sessions or community dialogues; basic understanding of governance, leadership, documentation, planning and accountability systems; strong facilitation, communication and interpersonal skills; good written and spoken English. Desirable: experience on donor-funded youth development or livelihoods programmes, familiarity with Uganda's youth development and civil society landscape, and skills in documentation, storytelling or data collection tools.

Salary: UGX 47,084,760 gross per annum. Contract length: 2 years (fixed-term). Preferred start date: October 2026. Reports to: Programme Coordinator. Expected travel: fairly regular international and domestic travel. This position is contingent upon the availability of funding.
