ROLE PURPOSE: The Project Manager is responsible for managing a health project to improve access to basic, primary and secondary health services for forcibly displaced persons (especially those without the required documentation) and host communities in Aswan governorate. Vulnerable refugees, asylum seekers and migrant children and families have inclusive and equal access to gender-sensitive primary care health services, including mobile healthcare units deployed to reach vulnerable children and their families, and receive community health awareness on maternal & child health, nutrition and hygiene topics along with nutrition screening and referrals to primary care services.
Responsibilities include budget development and management, governorate-level coordination and representation with key stakeholders, government departments, INGOs and NGOs, safety and security, logistics, awards management, and management of the project's team. The PM will ensure programme interventions are strategic in terms of Save the Children International's overall strategies and effective in meeting project goals and objectives, and that all programme resources are engaged in a timely manner and implementation moves forward according to plans. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile.
SCOPE OF ROLE: Reports to the Aswan Area Manager; supervises 1 Health Officer and 1 Project Assistant. Based in Aswan Governorate. Budget responsibilities: Yes.
KEY AREAS OF ACCOUNTABILITY: Project management - manage design and implementation of programmes and operational activities using technical sector advisors and operational support staff; manage the grant so projects and reports are delivered per SC and donor contractual requirements, within agreed timescale and budget; ensure an effective award management system; provide oversight and technical leadership; develop participatory needs assessments feeding programme planning and MEAL; oversee timely delivery of activities (DIPs, IPPTs, budget spending plans); lead recruitment with CO HR; develop safety and security procedures with the CO Safety and Security Manager; coordinate supply chain and admin processes; manage and motivate field-based staff. Budget management and compliance - manage financial processes with Finance in line with SCI policies and grant agreements; forecasting, planning and tracking of expenditures and burn rates; ensure grants and contracts are managed per SCI award policies. Documentation and reporting - timely donor reports; document and share best practices and lessons learned. Technical assistance and capacity strengthening for staff, partner agencies and others. Human resources support, representation and networking with local authorities, government and INGOs at governorate level, advocacy plan development, and child safeguarding implementation across the project cycle.
QUALIFICATIONS AND EXPERIENCE: University degree; minimum 7 years' experience in management positions managing health programmes; strong results-based management experience; budget management experience including institutional donors; demonstrable experience of MEAL and beneficiary accountability; strong experience dealing with government officials at strategic and operational levels; highly developed interpersonal and communication skills including influencing, advocacy, negotiation and coaching; experience working through/with sub-grants and partners is a requirement; experience with capacity building of local partners and communities; fluency in English with strong written and oral communication skills; commitment to the aims and principles of Save the Children; professional expertise in one of the Save the Children programme areas is preferable.
