TEAM/PROGRAMME: Programme Operations. LOCATION: Aswan, Egypt. GRADE: 2. TYPE OF CONTRACT: Fixed Term. CHILD SAFEGUARDING Level 3: the post holder will have contact with children and/or young people either frequently or intensively.

ROLE PURPOSE: The project aims to strengthen a comprehensive, multisectoral response so that displaced Sudanese people in Egypt have safe, equitable and timely access to quality SGBV prevention and response services, including case management, health care, MHPSS, social engagement and empowerment activities. The Project Manager is responsible for the operational management of the two-year project, "Improving Access to Lifesaving SGBV, Health and Protection Services for Displaced Sudanese Communities in Aswan", funded by the Embassy of the Kingdom of the Netherlands in Egypt. Based in Aswan, the post holder will ensure effective planning, coordination, resourcing, implementation, monitoring, risk management and reporting.

The Project Manager will provide overall operational leadership, ensuring integrated planning, timely delivery, budget control, compliance, risk management and achievement of agreed results, and will oversee implementation of SGBV response and prevention, case management, health, mental health and psychosocial support, social empowerment and advocacy activities — while technical standards, methodologies and clinical or case decisions remain under the authority of the relevant Health, Gender, MHPSS and Case Management Advisors and Specialists. Responsibilities include budget development and management; governorate-level coordination and representation with government departments, INGOs and NGOs; safety and security; logistics; award management; and management of the project team. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile.

SCOPE OF ROLE: Reports to the Aswan Area Manager. Staff reporting to this post: 1 Senior SGBV Officer, 1 MHPSS Officer, 1 Health Officer, 1 Community & Campaigns Coordinator and 1 Project Assistant. Budget responsibilities: Yes.

KEY AREAS OF ACCOUNTABILITY: Project management — manage design and implementation of programmes and operational activities; manage the grant so activities, outputs, financial performance and reports meet Save the Children and donor contractual requirements; ensure an effective award management system; convene multidisciplinary reviews and escalate quality, safeguarding or delivery risks; develop participatory needs assessments feeding programme planning and MEAL; oversee integrated delivery covering procurement, recruitment, partner deliverables, reporting, risk and safeguarding; lead recruitment with CO HR; develop safety and security procedures with the Country Office Safety and Security Manager; coordinate supply chain and admin processes; line-manage and motivate field-based staff; maintain oversight of the survivor-centred service pathway from outreach and identification through informed consent, confidential intake, risk assessment, case management, referral, follow-up and closure; maintain a case-management quality assurance process with the SGBV Senior Officer and Case Management Specialist. Budget management and compliance — financial forecasting, expenditure planning and tracking, burn-rate analysis and variance management in line with SCI finance and award policies. Documentation and reporting — timely, accurate, evidence-based donor reports; documenting good practice and lessons learned; consistent use of the Prime system. Technical assistance and capacity strengthening — ensure staff and partners complete mandatory and technical training and coordinate technical support with Advisors. Human resources support and representation/networking with local authorities, UN agencies and protection/SGBV coordination fora.
