TEAM PURPOSE: The Association of International Development Agencies (AIDA) is a membership-based coordination forum comprised of more than 80 international non-governmental and non-profit member organisations (INGOs) promoting quality development and humanitarian programs in the oPt. AIDA is supported by a professional Secretariat and governed by an Executive Committee. AIDA strengthens the collective influence and relevance of international NGOs, together with their national partners, by leading collective advocacy, coordinating to address operational challenges, and promoting programming effectiveness and quality.
 
JOB PURPOSE: The AIDA West Bank Coordinator plays a key role in coordinating AIDA's programming, operations, advocacy, communications and information management systems. The role reports to the AIDA Director and is based in Jerusalem or Ramallah.
 
KEY RESPONSIBILITIES: Lead AIDA member engagement and coordination as the primary focal point for members on operational issues in West Bank/East Jerusalem, with focus on access and movement of people, goods and services, safeguarding humanitarian space, and field operations; develop and maintain key relationships within the humanitarian architecture (UN OCHA, UNRWA, UNDSS, UN Agencies, donors, PNGO, political missions) and local authorities; contribute to AIDA's engagement with the diplomatic community; represent AIDA in key coordination platforms such as the Access Working Group and West Bank clusters; monitor and advise on operational challenges and new regulations; liaise with ASU and UNDSS counterparts on information-sharing protocols; be focal point on entry and exit processes including B1/B2 work permits, ARBEL and CLEAR systems; provide technical, policy and operational advice on humanitarian negotiations; organise working groups, meetings and consultations; develop data analysis on operational constraints for INGOs/NGOs; support AIDA coordination fora through agenda setting, facilitation and documentation; contribute to proposal writing, budget development and donor reporting.
 
ESSENTIAL: Relevant university degree; at least 5+ years of relevant work experience in INGO humanitarian operations, advocacy, communications and/or programme implementation in the oPt; experience in a complex and volatile humanitarian/recovery context; understanding of humanitarian coordination systems and fora; sound understanding of political, development, humanitarian and human rights issues in the oPt; excellent verbal and written communication, networking and influencing skills; ability to work under pressure and prioritise; documented experience facilitating meetings, workshops and training; excellent ICT and information management skills; fluency in English and Arabic; willingness to travel throughout Israel and Palestine including Gaza. DESIRABLE: Advanced university degree; working command of Hebrew; knowledge of counter-terrorism legislation, funding restrictions and shrinking civic space challenges; previous INGO humanitarian operations coordination experience; driver's licence; information management or data entry experience.
