Australia has a deep, longstanding, and continuing relationship with Solomon Islands. Australia is an important economic partner and Solomon Islands’ largest development partner, representing two-thirds of all Official Development Assistance.
Australia’s assistance is comprehensive including in health, education, infrastructure, scholarships, governance, law and justice, gender equality, disaster preparedness and response, and private sector support.
Australia – Solomon Islands Program Support Plus (ASIPS+) Facility:
The Australian Government, through the Department of Foreign Affairs and Trade (DFAT), has contracted DT Global to establish and manage its multi-sectoral facility, Australia Solomon Islands Program Support Plus (ASIPS+). ASIPS+ is the next phase of Australia’s partnership with Solomon Islands, and will provide logistical, operational, and administrative support to Australia’s policy priorities and development program delivery in Solomon Islands.
ASIPS+ works across the Australian bilateral aid program, as well as provides support to Australian High Commission administration in Honiara. The in-country ASIPS+ Facility Support Unit (FSU) operates in a complex and evolving context, providing operational services to enable DFAT to meet its goals and objectives in Solomon Islands. The range of support includes, but is not limited to:
• Procurement and contract management of technical assistance in Solomon Islands and remotely, and support to performance management across all sector programs.
• Provision of support services (including logistics and security management) for Australian Government deployees and technical advisers.
• Strategic advice, management, and reporting, including program management (education), infrastructure technical management, monitoring and evaluation, strategic communications, financial management and grant management.
• The integration of the cross-cutting issues of gender equality, disability and social inclusion, climate change, indigenous participation, and localisation throughout program delivery.

The Role:
The Human Resources (HR) Manager will be responsible for managing the human resource functions for ASIPS+ personnel, including within the FSU, program management teams (Australia Awards, Education, Health) and Service Orders.
The HR Manager will support the enhancement of personnel onboarding/induction processes, personnel welfare management, and lead initiatives targeting upskilling and professional development of national staff. They will also lead performance appraisal and development processes for national personnel and support Program Leads to conduct appraisals for national program personnel.
This critical role will sit within the Facility Management Team, working under the day-to-day management of the Deputy Facility Director, as well as receiving overall leadership and strategic direction from them. They will also collaborate closely with DFAT Program Managers, Program Leads and Facility stakeholders, including SIG partners to ensure they are receiving the personnel support services they require to effectively deliver Australian Aid programs.
Roles and Responsibilities:
Lead and manage a team of three staff providing human resource services to national and international personnel engaged under DFAT programs and the Facility, including:
• On-boarding and orientation, including ensuring personnel are set up in the ASIPS Knowledge Hub (Management Information System and Mitra).
• Advise the Deputy Facility Director and DT Global’s corporate team of any personnel grievances and conflicts, and where possible, assist in the development of resolutions.
• Identify and implement opportunities for learning and capacity development for all national staff (both FSU and program personnel).
• Provide general HR guidance and support to ASIPS+ personnel.
• Keep abreast of current labour legislation and changes in Solomon Islands
• Assist with developing and driving proactive sourcing and networking initiatives to attract and develop a robust pipeline of national talent. This includes drawing on extensive local networks and connections, in addition to standard outreach channels, to source and attract a diverse range of national applications, including from women and people with a disability.
• Implement human resources systems, policies, procedures, tools and templates to ensure streamlined, effective, and high-quality services are delivered with regular recruitment metrics, reporting on progress on a monthly and six-monthly basis, and document management.
• Work with the Recruitment Team to support the ongoing analysis of current recruitment effectiveness in line with service standards and identify opportunities to mainstream.

You will need to have the following:
Qualifications:
• A university degree in Human Resources, Business Administration, or International Development.
Key Selection Criteria:
• Minimum of 10 years demonstrated Human Resource Management generalist experience, preferably in an international development program environment.
• Demonstrated ability to multi-task and prioritise, with the aim of providing HR support in an efficient manner and attention to detail in the procedures and in support provided to the facility.
• Demonstrated ability to work well as part of a multi-disciplinary team and interact proactively with management and staff at all levels of the organisation in the resolution of HR issues.
• Commitment to, and understanding of, GEDSI principles in institutional HR practices.
• Deep understanding of Solomon Islands labour legislation.
• Excellent communication and interpersonal skills, including interviewing, counselling, negotiating and report writing.
• Well-developed computer literacy skills within a Microsoft Office environment.
• Fluent in Pidgin.
