Since 2014, Agora Energiewende develops evidence-based strategies for ensuring the success of clean energy and industry transitions around the globe. As an independent and non-partisan think tank and policy laboratory, it analyses upcoming challenges, shares knowledge with decision-makers and stakeholders and enables a productive exchange of ideas. The decarbonisation and resilience of the energy system and European industry require a transformation across all sectors of the economy and significant investments into productive assets, infrastructure and R&D. Public finance plays a crucial role in addressing these investment needs: at EU level the currently negotiated next Multiannual Financial Framework will decide funding allocation for the next decade, alongside revenues from the EU Emissions Trading System, CBAM and the ETS2.
The role is full- or part-time (at least 80% of 38 hours per week), based in Brussels, with an unlimited employment duration.
Responsibilities include: conducting research and analysis on funding and investment needs to support Europe's transformation to climate neutrality across sectors, with focus on energy, industry, buildings and transport; researching instruments, including carbon pricing revenues, through which private and public funding can be deployed in a targeted, efficient and fair way; providing support and oversight for the execution of research projects internally and with external partners and subcontractors; monitoring and assessing technical, regulatory and political developments on the Multiannual Financial Framework and EU-level funding instruments, including the Industrial Decarbonisation Bank, the Innovation Fund, the Modernisation Fund, InvestEU and the Competitiveness Fund; facilitating exchange with stakeholders and expanding networks, representing Agora ThinkTanks with stakeholders and decision makers; and close collaboration with colleagues from the Europe team to link EU-level political discussion with key Member States and beyond.
Requirements: at least three years of working experience in policy analysis or consulting, applied research, or representing civil society or business; a Master's degree or equivalent in a relevant field of research including an economic component; good understanding of the EU budget (MFF) and relevant EU funding instruments (IDB/CCfDs, IF, MF, ECF etc.) with deeper expertise on at least one; strong demonstrated quantitative skills related to analysis of investment needs, budgets and funding instruments; relevant networks in European policy and ideally key Member States; ability to communicate complex matters clearly and produce high-quality analytic output; a confident, constructive team player open to a diverse and intercultural team; and working fluency (C2) in English plus another EU language.
Offered: a mission-driven professional team, a modern workspace in central Brussels with hybrid working options, professional growth and travel opportunities, 29 vacation days, flexible working hours, generous family leave, mental wellbeing support, contributions to meal vouchers and medical insurance, and a structured onboarding programme.
