COOPI is looking for a Head of Mission in Lebanon. COOPI started operating in South Lebanon during 2003-2005 and, since 2013, in Northern Lebanon, supporting the basic needs of refugees and vulnerable host communities through a multi-sector integrated approach. COOPI assists communities mainly by providing WASH assistance, Protection, Livelihood and education support, with projects funded by ILO, AICS and the EU.
Purpose of the role: The Head of Mission is responsible for the management of the foreign office in its different aspects: mission development, staff management and training, budget sustainability, security, and compliance with COOPI and donor procedures. S/he represents COOPI in relations with local and international actors, collaborates with the Regional Coordination or headquarters on country strategy and intervention priorities, and guarantees correct project implementation.
Main responsibilities include representation and institutional donor relations; program development and country strategy; program management (supervising new project submissions, budgets, reporting, and project managers); foreign office management (local regulations, security plans, logistics, legal signature authority); personnel management of national and expatriate staff; security management of all staff; economic and financial management of the country budget; and communication/fundraising collaboration with headquarters.
Essential requirements: University degree in relevant subjects; at least 5 years of proven successful experience in similar roles in humanitarian aid and international development; strong communication, negotiation and organisational skills; experience dealing with governmental/local authorities, IOs and NGOs; ability to work in stressful, conflict-prone environments; proven team management; fluent English; computer skills. Desired: experience in logistics/procurement/security, previous experience in Lebanon or with COOPI, and managing complex consortia/partnerships.
Duty station: Beirut. Starting date: October 2026. Duration: 12 months. Gross salary range: 3000-4000 monthly. Benefits: 2 round-trip flight tickets, health and accident insurance, visa and work permit costs covered, 2.5 rest days per month, and training.
