DRC is currently seeking a highly qualified Economic Recovery Officer based in Santa Bárbara del Zulia, Venezuela.
About the job:
DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for people with disabilities, information sessions for proof of identity (PoC), prevention of human trafficking,
rehabilitation of health infrastructure, and food security.
Job Objective:
Under the supervision of the Economic Recovery Team Leader or the Economic Recovery Manager , the Agricultural Officer will be responsible for the effective and timely implementation of the agricultural component activities of DRC's Food Security and Livelihoods Economic Recovery programs in Venezuela. This includes providing on-site technical support to strengthen agricultural families and small-scale producers in vulnerable communities exposed to protection risks, as well as integrating sustainable, climate-smart, and resilient production practices that reduce the vulnerability of households in crisis situations to environmental risks and extreme weather events.
The Officer will also facilitate the transfer of training methodologies to local partners using methodologies developed by DRC and ensure the proper collection of the necessary verification methods for monitoring and accountability.
The Officer will promote integrated and coordinated programming across the various subsectors of
Economic Recovery, as well as with the Protection, WASH, and Disaster Preparedness teams, ensuring high-quality, cross-sectoral interventions at all stages of the project. Furthermore, they will be responsible for effectively coordinating with local partners and ensuring compliance with the established action plan.
Responsibilities:
Identification of activities specific to the agricultural sector:
• In collaboration with the Economic Recovery team, conduct socioeconomic diagnoses and market analyses to identify value chains and key players, guiding the selection of productive initiatives with potential for sustainability, resilience and commercial viability for the People of Interest (PDI).
• Participate in the evaluation of the technical, social, environmental, and economic viability of productive initiatives, incorporating agroecological and sustainability criteria that promote resilient practices in agricultural systems. This includes the analysis and strengthening of value chains, as well as small-scale activities related to pig, poultry, and aquaculture farming, or backyard production, ensuring that they meet minimum technical criteria and their potential integration into the market.
• Contribute local context data for the adjustment and formulation of proposals, ensuring the integration of the Economic Recovery approach with other sectors (Protection, WASH and Disaster Preparedness).
• With the support and guidance of your supervisor and technical coordination, suggest innovative ideas and appropriate techniques for Economic Recovery interventions based on the context.
Technical and logistical implementation:
• Responsible for implementing the planning, execution, monitoring and technical closure of livelihood and food security activities that have the agricultural component (targeting, diagnoses, selection, training, deliveries, PDM surveys, baseline/exit and database management), in coordination with the Team Leader or Economic Recovery Manager, and with the Logistics and Finance teams to ensure compliance with the action plan and the timely reporting of the proposed indicators.
• Support the creation or strengthening of community production brigades or committees, incorporating risk management approaches and promoting the integration of agroecological practices in local emergency preparedness and response plans.
• Design and implement training processes in sustainable, climate-resilient and risk-sensitive agricultural practices, aimed at strengthening the technical and organizational capacities of producers and local actors.
• Incorporate a cross-cutting approach to WASH and nutrition in productive interventions, promoting agricultural systems that improve access to nutritious food, optimize the safe use of water, and reduce health risks in vulnerable contexts.
• Carry out follow-up plans for the PdI related to the increase in their productivity and measurement of indicators established in the Economic Recovery program.
• Identify, coordinate and deliver in-kind support (such as productive inputs, tools, equipment, etc.) according to the identified socioeconomic and productive needs, as well as the technical guidelines of the coordination and the protection approach.
• Participate in the preparation of monthly/quarterly/annual reports by providing technical analysis on the component and the activities carried out, as well as technical guidance for preparing budgets for this component in project formulations.
• Transferring knowledge, providing support, and monitoring the implementation of Economic Recovery programs implemented by local organizations, using methodologies developed by DRC. Knowledge transfer and support include the phases of targeting, training, evaluation of productive activities, and monitoring the progress of participants.
Community participation:
• Facilitate information, outreach, and community participation processes that allow for access and community acceptance.
• Monitor the participation of vulnerable groups (women, older people, people with disabilities) and their specific needs for participation
• Ensure quality, community participation and accountability mechanisms in the execution of activities.
Monitoring and reporting:
• Ensure the compilation of the required means of verification and qualitative data of the project activities.
• Conduct surveys for registration, baseline, PDMs, exit line, and other surveys necessary for project implementation.
• Report to supervisors any incidents, delays, or any other challenges or obstacles to the implementation of activities at the programmatic, logistical, and/or financial level.
• Monitor the progress of beneficiaries, document results, and generate lessons learned.
• Contribute to the documentation of best practices, life stories or success stories.
• Contribute to the preparation of technical and narrative reports according to the project requirements.
Experience and technical skills:
• Two years of relevant experience in agricultural projects in humanitarian crisis contexts, especially with a focus on sustainable agriculture or agroecology and adaptation to climate change in production systems.
• Experience in working in Livelihoods articulated with projects of protection, disaster preparedness, WASH, social work, human rights or other similar field work, related to an NGO or other non-profit organization.
• Field experience and experience working with communities in hard-to-reach urban and rural areas, displaced persons, and/or migrants and refugees.
• Experience and ability to relate to people, interact with multidisciplinary teams, resolve conflicts and manage group dynamics.
• Skills and experience in training and capacity building of staff in non-profit organizations.
• Knowledge and experience in financial management of agricultural businesses is valued, including determining cost structures, managing agricultural businesses, tax requirements for businesses in this sector, etc.
• Skills in writing reports and other internal communication documents.
• Excellent skills in MS Word, Excel and PowerPoint.
• Experience in managing databases.
• Experience working with communities affected by floods and in designing climate-resilient production strategies.
Education:
Professionals with a higher education degree related to Agricultural Engineering, Agronomic Engineering, Agronomic Technician, Animal Production Engineering, Agroecology, Environmental Engineering or related fields.
Language:
