Context:
The DRC has been operational in Chad for the past two years. The organization is implementing humanitarian operations in the country, with the main objective of responding to the humanitarian crisis in the East, in close coordination with DRC Sudan.

The DRC places great importance on partnership, localization and sustainable solutions, striving to promote equitable partnerships, effective coordination mechanisms and capacity building of national and local actors, in order to respond effectively to urgent needs and foster sustainable solutions.

Objective:
The Area Manager is responsible for the development, management, and representation of DRC's programs and operations in the Wadi Fira and Ouaddai provinces. They directly manage the Project Managers, the Finance Team in Iriba, the HR Team in Iriba, and the Logistics Team Leader in Iriba.

The position requires a high degree of responsibility and flexibility, as well as a good understanding of complex security and access environments. They report directly to the DRC Country Director in Chad and are a member of the Senior Management Team (SMT).

Responsibilities

Representation, coordination and reporting:
• Represent DRC and ensure a presence at all relevant forums and meetings in Iriba (Wadi Fira) and Adré (Ouaddai);
• Maintain quality relations with administrative authorities and other stakeholders in the two provinces of Wadi Fira and Ouaddai;
• Maintain close and beneficial working relationships with donors, national and international organizations and their local counterparts;
• Respect and apply internal reporting requirements, contribute to external reports, and ensure quality control;
• Ensure constant, transparent and proactive communication with management and the head office.
• Participate in strategic decisions while ensuring regular information flows with the Coordination;

Program development and implementation:
• Coordinate and guide the application of DRC's national strategy to the local context and circumstances;
• Provide regular analysis of the context and humanitarian situation, be proactive in identifying new programmatic needs and opportunities, and participate in the development of project proposals, in full cooperation with the Program Unit Manager
• Ensure, through the Project Managers and with the support of the M&E function and the Technical Coordinators, that projects progress according to the work plans and objectives developed in the donor funding contracts.

Management of financial, material and human resources:
• Ensure that the budgets of projects implemented in the area are properly monitored and managed in coordination with Project Managers and finance teams in the base and capital;
• Manage the people under their direct supervision (including their development, planning and performance). Promote well-being and team cohesion. Ensure that coordination meetings are held at each base level;
• Provide overall supervision (through the responsible persons) of the program teams and ensure that they complete the objectives of each project efficiently, on time and with the necessary quality;
• Ensure overall supervision (through the responsible persons) of support services (logistics, HR, admin, finance) and ensure that they achieve their objectives efficiently, on time and with the necessary quality;
• To be the primary person responsible for the implementation and effective application of appropriate and efficient risk management for all activities (program and support) across both provinces;
• Ensure that teams have access to, understand and comply with DRC policies, procedures, guidelines, systems and practices;
• Promote a healthy and respectful work environment in the area

Security management:
• Provide regular analysis of the context and security situation in the area for the development of security guidelines, in full cooperation with the Security Specialist;
• Ensure a safe and secure environment for DRC beneficiaries, staff and equipment by ensuring that local security procedures are up to date and that Standard Operating Procedures are known, understood and respected by all.
• Ensure that all staff in both provinces understand and adhere to the guidelines.
• Manage any security incident in the province in cooperation with the Country Director and the Security and Safety Specialist.
• Participate in the development and updating of the access strategy for the area and ensure its implementation

Required Qualifications

Experience and technical skills:
• Minimum of 7 to 10 years of experience in a relevant field, with supervision of multi-sectoral and multi-donor-funded humanitarian and development programs in complex and unstable environments.
• At least 5 years of experience in team management.
• Strong leadership skills and excellent personnel management abilities.
• Extensive practical experience in financial management, human resources management and administration.
• Significant professional experience in emergency response, camp management, or the development sector, particularly with displaced and refugee communities, may be considered in lieu of the required academic qualifications.
• Experience in managing external stakeholders, particularly with local authorities.
• Experience with the regulations and requirements of relevant funding bodies.
• Excellent proven communication and report writing skills.
• Complete professional mastery of English and French.

Skills and qualities required:
• Prior experience in a Sahelian context
• Experience in remote management
• Experience in localization project management/coordination
• Experience on topics related to migration and refugee rights
• Knowledge of English and Arabic is an asset as it allows for easy communication with stakeholders involved in the context of Chad.

General regulations and ethics:
• The employee must comply with DRC's security, confidentiality and ethics requirements, including the Code of Conduct and the Humanitarian Accountability Framework.
• The employee may not engage in any other professional activity during their employment at DRC without the prior authorization of their line manager.
• The employee must not participate in any activity that could harm DRC or the implementation of its projects during the term of their employment.
• The employee must not give interviews to the media or share project-related content without prior authorization.
• At the end of their employment contract, the employee must return to DRC all equipment or property belonging to the organization.
