Human Resources and Global Mobility Manager

WorldVeg is looking for a result-oriented professional for the position of Human Resources and Global Mobility Manager who will be responsible for managing and coordinating the delivery of global HR operations and international mobility services to ensure efficient, compliant, and people-centered HR service delivery across the Center. The position translates strategic HR priorities into operational implementation by coordinating HR systems, policies, programs, and services across headquarters, regional offices, and country offices. The incumbent provides operational oversight of the employee lifecycle, supports the implementation of organizational initiatives, and ensures consistent application of HR policies, governance standards, and global mobility practices.
Key Responsibilities:
1. Global HR Services
Manage and coordinate the delivery of efficient, consistent, and customer-focused HR services across headquarters, regional offices, and country offices. Oversee the operational delivery of the employee lifecycle, including recruitment administration, onboarding, contract administration, probation management, employee records, benefits administration, global mobility, learning and development, performance management processes, employee relations support, HR compliance, and separation services.
2. Global Mobility
Manage and coordinate the Center's global mobility and international assignment programs. Oversee all operational aspects of international mobility, including recruitment logistics, relocation, visas, immigration, work permits, employment registration, onboarding, assignment administration, and repatriation, while ensuring compliance with host-country immigration, labor, and tax requirements. Coordinate with regional and country offices, government authorities, embassies, relocation providers, and external service providers to facilitate international assignments and minimize operational risks.
3. HR Governance and Policy Implementation
Support the Director of Human Resources in implementing and maintaining a robust HR governance framework by reviewing and coordinating the operational implementation of HR policies, regulations, standards, and audit recommendations across the Center. Ensure consistent application of HR policies and governance practices across headquarters, regional offices, and country offices while promoting compliance, accountability, transparency, and continuous improvement. Develop governance dashboards, compliance reports, and implement updates for the Director of HR to facilitate informed decision-making by the Executive Management Team, and the Board.
4. HRM System and Organizational Effectiveness
Coordinate the operational implementation of HRM system, support the completion and roll-out of the ongoing Center's job evaluation framework and compensation and benefits structure, coordinate workforce planning and organizational structure reviews, and support the development and implementation of competency, career development, and succession planning frameworks. Prepare workforce analytics and management reports to support evidence-based decision-making.
5. Team Management and Development
Manage the global HR Services team (including HR focal points) fostering a culture of collaboration, continuous improvement, and excellence in stakeholders’ relations. Provide coaching and professional development opportunities for the team to build internal capacity and maintain high standards in delivery service. Set clear performance objectives, monitor progress, and support the team in achieving departmental and organizational goals. Model critical and strategic thinking, and global HR acumen.
Qualifications, Experience and Technical Requirements
- Bachelor’s degree in human resources management, Business Administration, International Relations, Law, or a related discipline. A master's degree or professional HR certification is desirable.
- Minimum of 7–10 years of progressively responsible experience in HR operations, audit, global mobility, or international HR management.
- Experience in HR operations and global service delivery in international research and development organizations, or a similar multicultural environment is highly desirable.
- Proven expertise in administering international assignments, global mobility programs, immigration, relocation, employment documentation, and expatriate benefits.
- Demonstrated ability to implement audit recommendations, strengthen HR governance and internal controls, and ensure compliance with organizational policies, regulatory requirements, and governance standards.
