The European Union Agency for Fundamental Rights (FRA) is organising a selection procedure to draw up a reserve list for the profile of AI and Digital Rights Analyst in the Justice, Digital and Migration Unit. FRA provides independent, evidence-based advice to policymakers and stakeholders to help ensure full respect for fundamental rights across the EU. The Unit undertakes research and data collection across three sectors: Justice and Security; Data and Digital; and Migration and Asylum, producing reports, position papers and tools for practitioners. The Unit's AI and digital rights work covers artificial intelligence (including implementation of the EU AI Act), online content moderation and the Digital Services Act, and data protection under the GDPR and the Law Enforcement Directive.

The AI and Digital Rights Analyst will manage and contribute to FRA research on data and digitalisation, including AI, digitalisation and online content and their impacts on fundamental rights; draft high-quality policy and/or legal analysis accessible to non-experts; contribute to developing input and tools for practitioners such as handbooks and guidance; facilitate timely, policy-relevant advice to stakeholders and develop input to EU and national policy processes (including the AI Board and Advisory Forum under the AI Act); promote the Agency's work and disseminate findings through conferences, workshops and expert meetings; and liaise with stakeholders in the fields of data, digitalisation and AI.

Essential criteria include at least three years of proven full-time experience in research and analysis related to digitalisation (including AI) and fundamental rights; the ability to produce high-quality legal and/or empirical analysis proven by at least one peer-reviewed publication or equivalent; and demonstrated knowledge of the EU regulatory and policy framework in data and digitalisation, including the AI Act, the Digital Services Act and the data protection acquis. The post is a temporary agent contract (Article 2(f) CEOS) at grade AD 6 for three years, renewable, with a basic monthly salary starting at €6961.29 plus allowances.
