Job Overview:
The Grants Manager is responsible for the operational administration, financial management, compliance, monitoring, and reporting of ARC Ltd's active grant-funded programmes. Reporting to the Chief Operating Officer, the role ensures that all grant awards are implemented in strict accordance with donor requirements, approved budgets, logframes, and contractual obligations. The incumbent works closely with ARC Ltd's Finance, Underwriting, and M&E teams to maintain fiduciary accountability and produce timely, accurate reporting across all active grants.
Key Responsibilities:
- Managing the overall contract administration of the grant programme
- Managing the use of the grant funds (including budgets and logframes) and providing implementation recommendations.
- Providing all grant programme implementation support (methodology, templates, reporting, monitoring evaluation.
- Ensuring adherence to the grant agreement terms.
- Leading the grant reporting process quarterly and semi-annually and submit
- reports in time in compliance with the Donor reporting templates.
- Maintaining a comprehensive database and financial records of all grant related transactions.
- Implementing systems, processes and procedures that support successful programme implementation.
- Advising programme teams, finance, and project teams on relevant donor requirements/compliance, changes in priorities and ensuring quality grant management for all related projects.
- Acting as a point of contact for donor team and other partner organisations that become associated with the programme
- Communicating with local, regional, and international collaborators and stakeholders associated with the implementation of the grant programme
Grant Financial Management:
- Checking, verifyingand authorising of all costs against agreed activities ensuring compliance withapproved budget and timelines.
- Requesting tranchedisbursement of funds according to agreed terms
- Requesting andnegotiating appropriate budget amendments
- Monitoring of thebudget and producing quarterly financial reports
Monitoring and Evaluation:
- Commission an independent external evaluation of the programme • Meet the timing of this evaluation as agreed between ARC Ltd and Donor
- Undertake a full and comprehensive appraisal of the evaluation report.
- Use the project teams to manage a quality control process to ensure quality consistency.
Reporting on Performance of the Grant:
- Ensuring that relevant Project teams submit grant project update and competition reports, within scope, time, quality and budget.
- Review project reports for compliance to grant objectives, targets and indicators.
- Prepare grant annual reports.
- Managing all reporting quality control processes to ensure consistency.
- A detailed overall report of the impact of the grant
- Annual financial report on the grant
- Lessons learnt and recommendations of any remedial actions required for projects within the grant programme.
- Recommendations on any changes in process
- Ensure compliance with donor-specific reporting requirements, procurement rules, and audit standards for each active grant, and maintain a grant compliance tracker accessible to management and Finance team.
Premium financing management:
- ARC Ltd Lead for the Premium financing programmes.
- Works closely with Donors to define the Premium financing eligibility criteria.
- Works closely with Donors to agree on the premium financing available for each pool.
- Works closely with the Agency on the Premium annual financing reports
- Monitors the disbursement of funds and the balance remaining in consultation with Finance.
Key requirements:
- Bachelor’s degree; a master’s degree and/or a qualification in Project or Programme Management will be an added advantage.
- At least five years’ experience in grants management and administration, including managing grant-funded programmes, donor compliance, financial oversight, and reporting to bilateral, multilateral, or development finance donors; experience in an African or international development context is an advantage.
- Strong experience in impact reporting, monitoring and evaluation, performance assessment methodologies, and maintaining quality control across assessment, appraisal and programme management processes.
- Strong financial management skills, including the ability to manage large grant budgets and oversee financial controls, reporting and accountability requirements.
- Knowledge of risk management principles, risk-based regulatory regimes, and practical experience working on climate-related development and risk management issues in Africa will be an added advantage.
- Ability to apply best-practice grant management concepts, supported by strong quantitative and qualitative research skills, analytical thinking, problem-solving ability and sound judgement in ambiguous situations.
- Excellent verbal and written communication skills, with the ability to correspond clearly
- and effectively with a wide range of internal and external stakeholders.
- Demonstrated ability to prioritise, manage multiple and competing responsibilities,
- build positive partnerships, and work collaboratively with cross-functional and diverse teams.
Fluency in English is required:
- French is strongly preferred. Proficiency in Portuguese
- or Arabic is an advantage.
