About the Role
We are searching for an exceptional People, Culture & Safeguarding Director to join the Executive Leadership Team of Pacific Australia Skills.
 
Reporting to the Team Leader, this senior role provides strategic leadership and oversight of People & Culture and Safeguarding across a complex, multi-country program. It will drive workforce, culture and safeguarding strategies that support effective delivery across the Pacific and Timor-Leste, while ensuring compliance with local legislation, DFAT requirements, DT Global policies and international standards.
 
As part of the Executive Leadership Team, the Director will support program strategy, governance, risk management and organisational effectiveness, while leading specialist people and safeguarding teams.
 
Location: Suva, Fiji (Regional Head Office) with regional oversight across the Pacific and Timor-Leste
 
Contract: 24-month appointment, with the possibility of extension
 
About You
  • Providing strategic leadership of the People & Culture and Safeguarding functions across Pacific Australia Skills.
  • Developing and implementing workforce, organisational culture and safeguarding strategies aligned to program objectives.
  • Leading organisational development, workforce planning, change management and capability building initiatives.
  • Overseeing recruitment, onboarding, performance management, talent development, employee relations, remuneration and workforce wellbeing.
  • Providing executive oversight of safeguarding frameworks, systems, risk management processes and compliance requirements.
  • Supporting safeguarding incident management, partner due diligence and continuous improvement initiatives.
  • Building strong relationships with DFAT, government counterparts, implementing partners and internal stakeholders.
  • Leading, mentoring and developing high performing specialist teams across the region.
  • Supporting program leadership on governance, risk management and organisational strategy.
  • All other duties as outlined in the Terms of Reference
Essential Requirements
  • Relevant tertiary qualifications in Human Resources, Organisational Development, Business, Psychology, Law, International Development or a related discipline.
  • Minimum ten years’ senior leadership experience overseeing people and culture functions within complex, multi-country organisations.
  • Demonstrated experience leading workforce planning, organisational development, employee relations, talent management and performance management functions.
  •  Strong understanding of employment legislation and industrial relations frameworks across multiple jurisdictions.
  • Experience leading or implementing safeguarding frameworks, including child protection and Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), within donor funded programs.
  • Demonstrated experience supporting country offices and partners to implement safeguarding requirements in diverse operating environments.
  • Proven ability to lead and develop teams, influence senior stakeholders and manage organisational change.
  • Excellent communication, stakeholder engagement and relationship management skills.
  • Experience working in the Pacific and/or Timor-Leste, with an understanding of regional labour markets and cultural contexts.
