The International Refugee Assistance Project (IRAP) is a legal and policy advocacy organization that works to develop and enforce a system of legal and human rights for refugees and displaced people around the world. IRAP Jordan, a team of eight operational and program staff, provides legal aid to displaced people navigating refugee resettlement, humanitarian protection pathways, and family reunification processes. IRAP Jordan is seeking the consultancy services of a Safety and Security expert to conduct an independent, comprehensive evaluation of the physical security arrangements, operational procedures, and facility-related risks affecting the IRAP Jordan Country Office. The assessment will identify vulnerabilities that could impact the safety of staff, interns, clients, visitors, assets, and confidential information, and provide practical, risk-based recommendations to strengthen organizational resilience while maintaining a safe, accessible, and client-centered environment. Scope covers physical perimeter, access control, reception and waiting areas, interview rooms, staff-only zones, emergency systems, intern and staff protocols, physical information security, the external threat environment, and adversarial threat mapping. Key deliverables include an Executive Summary, a Full Security Assessment Report, an Interview Room Security Protocol, a Prioritized Risk Register, a Security Management Plan draft, and a Training Needs Assessment. Methodology includes physical walkthroughs, structured staff interviews, document review, observation periods, a simulated access test, neighborhood assessment, and red team scenario modeling. The assignment runs approximately 16 days from mobilization through debrief with the Country Director.
Qualifications: minimum 7 years of security management experience, with at least 3 years in Southwest Asia (Middle East) contexts; direct experience assessing NGO or humanitarian operations in urban environments; familiarity with Jordan's legal and regulatory framework for civil society organizations; working knowledge of UNHCR, ICRC, GISF, or equivalent facility security standards; demonstrated competency in threat and risk assessment methodology; no conflict of interest; and a completed clearance/reference check.
