The Danish Refugee Council (DRC) is one of the world's leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and vulnerable local population/host communities. Currently, as part of the emergency response to the earthquake, DRC is looking for a highly qualified Information Technology (IT) Officer based in Caracas, Venezuela.

About the job:
DRC manages its operations in Venezuela under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure and Zulia. DRC Venezuela implements protection monitoring, legal assistance, individual protection assistance for persons with specific needs (PWSN), information sessions for persons of interest (PoC), prevention of human trafficking, and food security.

As part of the emergency response to the earthquake that occurred in June 2026, DRC is opening a new implementation office in Caracas, separate from the country office, to meet the needs of the affected populations. To this end, it seeks to incorporate a Information Technology (IT) Officer is responsible for the day-to-day management of the IT infrastructure while supporting improvements in the DRC IT sector.

General objective of the position:
The Information Technology (IT) Officer is responsible for the day-to-day management of the IT infrastructure while supporting improvements in DRC's IT sector. This includes assistance in providing technical support and support in planning future initiatives to build capacity in the country.

This position has a national focus and ensures compliance with Danish Refugee Council – DRC procedures and guidelines within the country. This position contributes to the development of national strategies, which are translated into action plans and daily tasks. The position provides technical support and/or guidance to the overall program in Venezuela.

Responsibilities:

Technological Analysis, Planning and Implementation:
• Plan, design, document, and implement information technology systems, including computers, servers, network equipment, communication systems, applications, and software domains.
• Evaluate the technological needs of offices and projects, proposing solutions that contribute to operational continuity and the fulfillment of organizational objectives.
• Advise the organization on new technologies, tools, and best practices, drawing up plans for their implementation.
• Oversee, plan, and coordinate the installation, updating, and distribution of software, operating systems, corporate applications, and service packs.
• Participate in the definition and monitoring of the budget related to information technology.

Infrastructure Management and Technical Support:
• Monitor internet connectivity and network performance, ensuring compliance with Service Level Agreements (SLAs) established with providers.
• Provide remote and on-site technical support to staff at all offices and bases of operation.
• Install, configure, and maintain computer equipment, mobile devices, printers, networking equipment, and other technological resources.
• Perform technical diagnostics and minor hardware repairs, as well as basic preventive and corrective maintenance of equipment.
• Coordinate with external suppliers for specialized repairs and maintenance services when necessary.
• Guarantee the availability and correct functioning of the technological services used by the organization.

Information Security and Operational Continuity:
• Protect DRC's data and digital assets by implementing and monitoring information security policies and procedures.
• Implement, supervise and periodically test the procedures for backup, recovery and continuity of technological services.
• Manage user access, permissions, institutional accounts, and security controls in accordance with organizational policies.
• Promote good cybersecurity practices among the organization's employees.

Technology Asset Management and Procurement:
• Keep the inventory of hardware, software, licenses, communication equipment and other technological assets updated.
• Perform technical analysis and develop specifications for the acquisition of IT equipment, software, licenses, and services.
• Coordinate together with the Purchasing and Logistics teams the procurement processes related to information technology, ensuring compliance with technical standards and internal procedures.
• Request and evaluate quotes, perform technical comparative analyses, and issue recommendations for the selection of equipment and suppliers.
• Verify the receipt, configuration, labeling, registration and assignment of the equipment acquired by the organization.
• Manage the lifecycle of technology assets, including assignment, maintenance, replacement, and final disposal.

Document Management and Compliance:
• Create, update, and maintain technical documentation, operating procedures, user manuals, and technology inventories.
• Manage and archive documentation related to procurement, warranties, service contracts, software licenses, and IT inventories.
• Maintain updated records of incidents, maintenance, configurations and changes made to the technological infrastructure.
• Ensure that IT activities are conducted in compliance with DRC's internal policies and donor requirements where applicable.

Capacity Building and User Service:
• Implement plans to strengthen capacities in information technology, including training, mentoring, inductions, and technical support for personnel.
• Train users in the proper use of corporate systems, applications, and tools.
• Provide continuous guidance to employees on the safe and efficient use of technological resources.
• Identify training needs and develop support materials to improve the digital skills of staff.

Experience and skills:
• Work experience of at least 2 years in IT-related activities.
• Vocation of service.
• Focus on detail.
• Ability to self-organize.
• Motivation for work in the humanitarian sector.
• Service orientation to programs.
• Knowledge of IT service management (ITSM) systems, technology asset management, and inventories.
• Advanced Management of OneDrive, MS Word, Excel and Adobe PDF.

• Ability to work under uncertainty.

Education:
Professional with 2 years of experience, relevant university degree in information technology, computer systems or a related field
Language:
• Knowledge of spoken and written English.
• Spanish
