The Danish Refugee Council (DRC) is one of the world's leading humanitarian NGOs, working in more than 40 countries to provide appropriate assistance with a rights-based approach to refugees, asylum seekers, internally displaced persons, returnees and migrants. DRC has been present in Colombia since 2011, but in 2018 it expands its operations in response to the Venezuelan crisis. DRC Colombia is currently implementing a humanitarian response focused on protection for Venezuelan and Colombian refugees and migrants who have returned in Colombian cities such as Riohacha, Barranquilla and Bogotá, and is also currently incorporating activities in Nariño and Norte de Santander.
Purpose of the position:
Under the supervision of the Partnerships and Partnerships Manager, the Partnerships Management Officer will contribute to the development of reports, project proposals and other relevant documents in line with DRC's global and multi-country programme strategy, and ensure proper management of the agreements, including compliance with donor requirements, training of program teams and field support, support the Manager of Agreements and Alliances in the management of projects from the area of agreements.
Responsibilities:
Program Development:
• Reporting: Coordinate and support the development and submission of timely and high-quality reports to donors, partners and coordination platforms on the progress of the program, ensuring that all donor reporting requirements are met, strategically positioning DRC as a leader in programming in the context of Colombia and multi-country operation, in coordination with all areas involved in DRC and with local partners.
• Compliance with donor requirements: Support the Convention Management Coordinator in providing timely and comprehensive responses to requests for information from internal and external sources to ensure compliance with donor requirements, including local partners.
• Training: Support the Covenant Management Coordinator in training program and field support teams, including local partners, on issues of donor compliance, drafting of reports and project proposals, and standard project management procedures from the convention area.
• Development of project proposals and amendments: Support the Convention Management Coordinator in the development and submission of high-quality concept notes, proposals and amendments, including drafting, production and coordination with all DRC stakeholders, and ensuring compliance with relevant information, presentation, formats and annexes requirements.
• Project Management: Support the Agreement Management Coordinator in facilitating project follow-up meetings throughout the project cycle, ensuring the necessary documentation and preparing key project information for the teams.
• Conduct field visits and/or missions in the areas of intervention as needed (participate in training, meetings, etc.).
• Support in the preparation of internal and external meetings, ensure presentations and minutes.
• Work closely with Monitoring, Evaluation, and Learning (MEAL) program staff to ensure follow-up to best practices and reporting on program activities.
• Translation of documents when necessary from English to Spanish and vice versa.
• The correct use of the DRC Enterprise Resource Planning System (Dynamics) in the management functionalities of agreement management.
• Manage any other ad hoc tasks related to program and grant management as required by the Agreement Management Coordinator or Program Manager.
Occupational Health and Safety:
• Seek comprehensive health care.
• Actively participate in the formation of COPASST – Labor Coexistence Committee – Emergency Brigades, as well as the activities that they carry out.
• Comply with the rules, regulations and instructions of the OHS SG.
• Inform in a timely manner of the dangers and latent risks with their workplace.
• Attend the OSH trainings defined by the SG-SST training program.
• Ensure the maintenance of order and cleanliness of their workstation and work area.
• Provide clear, truthful and complete information about their state of health.
• Immediately report to the OSH area and their immediate supervisor any work accidents that occur, incidents (almost accidents) and diseases diagnosed as work-related.
• Inform the immediate supervisor of the need to take corrective or preventive actions, which correspond to actual or potential non-conformities of the process to which he/she belongs.
• Participate in training activities, drills and those that are scheduled from safety and health at work
• Participate and contribute to the fulfillment of the SG-SST policy and objectives.
Experience and Technical Skills:
Experience required:
• Minimum 2 years of experience in managing agreements, grants or projects with humanitarian or international development organisations, international NGOs, UN agencies or institutional donors
• Experience in writing and coordinating narrative and financial reports to institutional donors (ECHO, USAID/BHA, Germany, Norway or other bilateral or multilateral donors)
• Experience supporting the development of project proposals and concept notes, including coordination with program, finance and MEAL teams
• Experience in monitoring the project cycle — from opening to closing — including document management, meeting minutes and milestone follow-up
• Experience working with multidisciplinary and cross-departmental teams in humanitarian or development settings
• Experience in training or technical support to local partners or field teams on donor compliance and report writing issues (desirable)
• Experience with project information management systems (desirable: DRC Dynamics, GMS, or other ERPs)
Technical skills required:
• Knowledge of the requirements and compliance standards of humanitarian and development institutional donors (ECHO, USAID/BHA, FCDO, European bilateral donors)
• Ability to write and edit high-quality narrative reports in Spanish and English, with attention to detail and adherence to donor-set formats and deadlines
• Ability to manage multiple deadlines and priorities simultaneously with a high level of organization and autonomy
• Knowledge of the project and grant management cycle: proposal, approval, implementation, monitoring, reporting, and closure
• Use of office tools (Microsoft Office — Word, Excel, PowerPoint) and information management systems
• Analytical capacity to review budgets, identify variances and support in the financial monitoring of agreements
• Effective communication skills, oral and written, in Spanish and English (required) and French (desirable)
• Results-oriented, integrity and commitment to the humanitarian principles of humanity, neutrality, impartiality and independence
Education:
• Undergraduate/graduate degree in International Politics, Social Sciences, or other relevant field, with specializations in Monitoring and Evaluation; Project management.
