Oxfam in North Africa (ONA) is seeking a Human Resources Officer (HRO) based in Tunisia. Contract type is in line with the Tunisia Country Office regulations and NSTC and national law; salary is national, according to the Tunisia salary scale. Full time per National Staff Terms and Conditions (NSTC).
Team purpose: Under the leadership of the North Africa Human Resources Manager (HRM), the People & Culture team aims for a culture that puts Oxfam values at the centre of the organisation and embraces diversity and inclusion across North Africa. The team provides professional, business-focused organisational development and HR management services and supports staff to be effectively capacitated, resourced, well managed and supported.
Job purpose: Under the direct management of the NA HR Manager, the HRO supports the execution of all NA HR obligations, responds to staff needs, and contributes to advancing the team's capacities, performance and wellbeing and to a healthy and safe working environment. The HRO upholds HR operational excellence, accountability and integrity.
Key responsibilities:
HR Operation Support & Implementation: coordinate end-to-end recruitment (job adverts, publication, applications, longlisting, interview scheduling, reference checks, documentation); support onboarding/induction, probation assessment and timely contract renewals; prepare employment contracts and consultancy agreements following HRM approval; support staff capacity-development planning and training; support compliant staff exit processes; deliver internal sessions on HR policies; assist with health and safety compliance; and ensure compliance with Oxfam's internal policies, procedures and ethical standards.
HR Administration: develop monitoring tools for contractual durations and staff leave; maintain an efficient HR filing system and staff records; support relocation, work permits and residency cards; administer staff attendance and leave; distribute pay slips and tax/insurance certificates; work with Finance to process medical claims; support payroll preparation; and maintain accurate records of staff benefits.
Who we are looking for: an academic degree in HR administration or equivalent professional experience in the development field with non-profit organisations; at least 5 years of progressive HR and administration experience; risk assessment and mitigation skills; knowledge of national labour laws and HR contractual obligations in North Africa; commitment to equity, diversity, inclusion, safeguarding and PSEAH; good team management and communication skills; ability to work under pressure and meet deadlines; excellent computer literacy (Word, Excel); and fluency in English, French and Arabic (reading, speaking, writing).
