The Project Implementation Unit (PIU) of the Committee for Housing and Communal Services (CHCS) under the Government of the Republic of Tajikistan seeks a Financial Accountant for the Water Supply and Sanitation Investment Project in Tajikistan (Phase-1) Additional Funding (AF), Grant No. E 0950-001 Tj. WSIP-1, approved by the World Bank's Board on June 23, 2022, aims to improve access to safe and reliable water services in rural and peri-urban areas of the southwestern Khatlon region. Additional EU grant financing will expand water supply services in the Vakhsh, Vose, Balkha and Dusti districts, improving systems in 126 villages covering about 280,000 people.
OBJECTIVE: To ensure effective financial management and accounting within the Project. The Financial Accountant is responsible for maintaining accurate accounting, managing Project funds and assets, preparing financial statements, complying with World Bank requirements and the legislation of the Republic of Tajikistan, and ensuring effective internal control per the Project Implementation Manual.
DURATION: The assignment begins in September 2026, initially for 6 months including a three-month probationary period, extendable subject to satisfactory performance and World Bank approval. Reports directly to the Director of the PIU CHCS.
QUALIFICATIONS: University degree (bachelor's or higher) in accounting, finance, economics, business administration or related field. At least 7 years of progressively responsible experience in accounting, financial management or financial reporting; practical knowledge of 1C required. Minimum 3 years of experience with financial management, allocation and reporting of international financial institution and donor-funded projects; World Bank experience an asset. In-depth knowledge of accounting, tax and financial legislation of the Republic of Tajikistan. Fluency in written and spoken Tajik and Russian; practical knowledge of English an advantage. Preference for experience on projects financed by the World Bank, ADB, IsDB, EU or other international development partners, with at least ten (10) years of practical work experience.
