Technical Consultant with Medical Background to Support the Ministry of Health in the Implementation of the State Guaranteed Benefits Program No.1
Under the Ministry of Health of the Kyrgyz Republic's Primary Health Care Quality Improvement Operation (PHCQIO) Additional Financing project, financed by the World Bank (SDTF No. TF C7573-KG), the Ministry announces a competition for a Technical Consultant with a medical background to support implementation of the State Guaranteed Benefits Program No.1. This is an Individual Consultant Selection under a Request for Expression of Interest (Borrower reference CS-4.6). Qualification requirements: higher education in medicine, public health, health administration, or health care management; at least 10 years of professional experience in health administration, development and implementation of health programs, health system reform, or health project management; knowledge of the Kyrgyz Republic health system, the State Guaranteed Benefits Program, health financing mechanisms, the regulatory framework, and strategic health care purchasing; practical experience with WHO tools in Universal Health Coverage (including the WHO UHC Compendium), service prioritization methodologies, and health care package design; experience with costing tools for health services, cost analysis, financing scenario modeling, and budget impact assessment; experience developing or adapting healthcare service packages based on prioritization, cost-effectiveness, epidemiological significance, clinical efficacy, and financial sustainability; knowledge of health technology assessment; experience working with the Ministry of Health, the Mandatory Health Insurance Fund, and other public bodies on health reforms; experience coordinating multidisciplinary working groups; experience drafting analytical reports and recommendations; and experience with international organizations and development partners (World Bank, WHO, ADB, GIZ, UNICEF, USAID). Fluency in Russian and Kyrgyz (spoken and written) is required; working knowledge of English is an advantage.
