The American National Red Cross, International Services Department, invites qualified consulting firms and individual consultants to submit proposals to conduct an Independent Safeguarding Baseline Assessment.
The assessment will provide a comprehensive review of the organization's safeguarding framework—including policies, procedures, governance, systems, and organizational practices—and deliver practical recommendations to strengthen safeguarding in accordance with international standards and recognized best practices.
This assessment supports the American Red Cross's ongoing commitment to safeguarding employees, volunteers, consultants, partners, and the communities it serves.
The American Red Cross welcomes proposals from qualified consulting firms and individual consultants with demonstrated experience conducting safeguarding assessments, organizational reviews, policy development, governance assessments, or similar assignments within humanitarian or international development organizations.
The complete Request for Proposals (RFP) package includes the Terms of Reference, scope of work, expected methodology, deliverables, project schedule, consultant qualifications, and contractual requirements.
Interested Offerors may request the complete RFP package, including the Terms of Reference, draft contract, Conflict of Interest Disclosure, and Non-Disclosure Agreement (NDA).
A signed Non-Disclosure Agreement is required before the complete solicitation package can be released.
Written questions regarding this solicitation must be submitted no later than August 12, 2026, at 5:00 PM EST. Responses will be distributed to all participating Offerors on August 19, 2026.
