About LEEP
LEEP is an impact-driven non-profit that aims to eliminate childhood lead poisoning, a problem affecting an estimated one in three children worldwide.
We primarily focus on one important source of exposure: lead paint. We generate data on the extent of the problem, advocate to governments to introduce and enforce regulation, and support manufacturers with switching to lead-free ingredients. We expect our work to be extremely cost-effective and scalable.

Since our founding in September 2020:
We have initiated lead paint elimination programs in 31 countries and completed paint studies in 18.
We have agreed on goals to establish lead paint regulation with government agencies in 16 countries (e.g., in Angola); received reports in 10 countries of manufacturers switching to lead-free (e.g., in Pakistan); and received evidence of lead paint levels on the market reducing because of our work (in Malawi).
We are a partner of the WHO and UN Environment Programme's Global Alliance to Eliminate Lead Paint; and a member of the Partnership for a Lead-Free Future, launched by USAID and UNICEF.
We have received grants from major grantmaking organisations, including Founders Pledge, Open Philanthropy, and Schmidt Futures.
We have appeared in Time Magazine, The New Yorker, Nature, Prospect, Vox, the 80,000 Hours Podcast, at the Partnership for a Lead-Free Future launch on the sidelines of the 79th UN General Assembly, and our co-founders were also named in Vox’s Future Perfect 50.
WHO (World Health Organization) and UNEP (United Nations Environment Programme) recommend a maximum lead limit of 90 ppm for all paints. Egypt has already introduced a 100 ppm limit for non-colored paints, but the current limit for colored paints remains 5,000 ppm, well above international standards. To support Egypt’s transition to a fully lead-safe paint market, LEEP has been working closely with the Ministry of Industry and EOS (Egyptian Organization for Standardization and Quality) to advance regulatory reform and promote the adoption of a 90 ppm limit for all paints.
LEEP is on the verge of signing a formal cooperation proposal with the Egyptian Organization for Standardization and Quality to support the regulatory process. Over the coming year, LEEP plans to formalise this partnership and provide technical support to the Ministry of Industry to update the Ministerial Decree, establishing a 90 ppm lead limit for all paints in line with international best practices.
About the Role
LEEP is seeking a dynamic Senior Government Consultant to support its programin Egypt. The consultant will play a key role in advancing and formalising LEEP’s partnership with EOS, including securing the cooperation proposal and supporting the launch of the joint regulatory work. In addition, the consultant will support LEEP in providing strategic and technical assistance to the Ministry of Industry throughout the process of updating Ministerial Decree No. 381 to establish a 90 ppm lead limit for all paints.

Responsibilities
- Build and maintain high-level relationships with key government stakeholders, particularly within the Ministry of Industry, EOS (Egyptian Organization for Standardization and Quality), the Industrial Control Authority (ICA) and other relevant bodies
- Leverage existing networks to engage senior decision-makers and influential stakeholders, advancing progress toward a formal partnership with LEEP on advancing lead paint regulations
- Secure, organise, and lead strategic meetings and workshops to drive approval and implementation of regulatory efforts
- Work with relevant government departments to support the development and adoption of a new lead paint regulation
- Provide concise updates on stakeholder engagement, policy developments, and key risks or blockers
- Support the preparation of briefings, presentations, and coordination with relevant stakeholders (including NGOs and IGOs)
- Develop and implement a stakeholder engagement strategy to advance the regulatory and enforcement reform process
- Support and present in meetings and workshops with government stakeholders
- Liaise with stakeholders (including paint trade association, IGOs and NGOs) to support regulation progress, via briefings, presentations and other organisational support for workshops and meetings
Success in this Role Looks Like
- Advancing LEEP’s regulatory proposal through EOS (Egyptian Organization for Standardization and Quality) to secure the Ministry of Industry’s endorsement, enabling the formal launch of the regulatory reform process
- Advancing collaboration with the Industrial Control Authority (ICA) to strengthen enforcement of existing lead paint regulations and prepare for implementation of future regulatory updates
- Achieving clear progress toward approval and adoption of a new lead paint regulation, including alignment across relevant government departments
- Establishing and maintaining trusted relationships with senior government stakeholders and decision-makers, positioning LEEP as a credible and valuable partner
- Driving consistent momentum through well-structured engagements, strategic meetings, and follow-ups, overcoming institutional barriers where needed
- Demonstrating the ability to navigate complex policy environments and unlock progress despite ambiguity or competing priorities
- Providing clear, actionable updates and strategic insights that inform LEEP’s approach and next steps

- Experience in public policy, government relations, or regulatory work
- Strong networks with relevant government ministries
- Experience navigating regulatory or standards-setting processes in Egypt
- Experience working in projects where multiple government bodies were involved
- Proactive, enterprising, and resourceful, with a willingness to take ownership of challenges and navigate risk and ambiguity with confidence.
- Comfortable working independently, and thriving in a remote team environment
- Ideally based in Cairo

- Familiarity with environmental, chemical, or public health policy
- Prior experience working with or within international organizations or multilateral institutions (e.g., WHO, UNEP, UNDP, World Bank, EU delegations)
