Background: Tourism is an important sector in Africa contributing to economic growth, employment and foreign exchange earnings. However, measuring the economic magnitude of tourism remains a challenge in most African countries due to fragmented data systems, weak institutional coordination, inadequate tourism statistics, and the absence of comprehensive Tourism Satellite Accounts (TSAs). TSAs provide an internationally recognized statistical framework for measuring tourism's direct contribution to GDP, employment, investment and government revenue within the System of National Accounts (SNA). Adoption across Africa remains fragmented, so a harmonized continental guideline is needed. The African Union seeks an individual consultant to develop comprehensive, practical, Africa-specific TSA guidelines.
 
Specific Objectives: assess TSA implementation status across African countries and identify gaps/good practices; develop tiered TSA implementation guidelines (basic, intermediate, advanced); produce standardized templates, tools and data-collection instruments; develop a quality assurance and validation framework; address emerging challenges (digitalization, new technologies, innovation); and support NSOs and Regional Economic Communities to harmonize TSA data.
 
Deliverables include a methodological report, review/assessment report, draft guidelines, stakeholders' validation report, presentation to STATAFRIC, and final guidelines. Duration: the consultant produces a guideline document within 90 days (three-month contract), working remotely with STATAFRIC staff.
 
Required Qualifications: at least a master's degree in statistics, economics or a related field with at least 15 years of professional experience; profound experience in National Accounts, tourism statistics and Satellite Accounts development; extensive practical experience with statistical standards and frameworks used in TSAs; strong communication skills; experience facilitating stakeholder consultations; knowledge of Africa's statistical landscape is an advantage; and proficiency in at least one AU language (Arabic, English, French or Portuguese).
 
Selection follows the Individual Consultant selection method per the World Bank's Procurement Regulations for IPF Borrowers (July 2016, revised November 2020).
