Request for Expressions of Interest (LEARN-IC-ECEDO-16 – Quality Assurance Expert). Market Approach - Open, National. Under the "Lifting Education Access and Resilience in Times of Need in Ukraine" Program (LEARN, Grant No. TF0D0612), financed with the World Bank (IBRD/IDA), the Ministry of Education and Science of Ukraine (MoES) seeks an individual consultant. LEARN was developed to address critical challenges and provide essential support to the education sector, aligning with the MoES Strategic Action Plan. The objectives of the Operation are to (i) improve teaching and learning conditions; and (ii) strengthen management capacity of the education system. The objective of this assignment is to lead and coordinate access- and financing-related interventions under the First Steps Forward project, ensuring that participating hromadas are supported to plan, procure, and implement diversified preschool services in a sustainable, efficient, and results-oriented manner, with readiness for national scale-up. The Consultant will be contracted through competitive selection in line with the World Bank's "Procurement Regulations for IPF Borrowers" September 2025. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the Procurement Regulations, setting forth the World Bank's policy on conflict of interest.
