The African Union Commission (AUC) has received financing from the World Bank toward the Eastern and Southern Africa Girls' Empowerment and Resilience (EAGER) programme (2024-2029) and seeks an Individual Consultant to serve as Monitoring and Evaluation Assistant, based in Addis Ababa, Ethiopia within the Women, Gender and Youth Directorate (WGYD). The EAGER project aims to increase girls' and women's educational attainment and earnings and strengthen institutional capacity to implement gender equality policies.
Scope of work: designing and managing databases to store programme data; maintaining and updating M&E databases, tracking tools, and information management systems; collecting, compiling, analyzing, and synthesizing data against established indicators; administering surveys, assessments, and evaluations including data entry and initial analysis; conducting data quality checks and verification; following up with implementing partners on submission of monitoring data; preparing monitoring reports, dashboards, and data visualizations; supporting periodic progress reports for governance structures (TWG, PMT, PSC); organizing M&E meetings, workshops, and training; documenting evaluation findings, lessons learned, and good practices; and supporting the operationalization of the AU Gender and Youth Observatory (AUGYO). The consultant reports to the Regional Programme Coordinator under the supervision of the WGYD.
Shortlisting criteria: Bachelor's degree in Monitoring and Evaluation, Statistics, Social Sciences, International Development, Economics, Development Studies, or a related field (postgraduate qualification an advantage); minimum three years of relevant experience in monitoring, evaluation, reporting, or data management within development, gender equality, or education programmes; demonstrated experience in data collection, entry, and management; familiarity with M&E tools, databases, and data visualization platforms; understanding of results-based management (RBM); strong analytical and communication skills; and proficiency in English plus at least one African Union working language (French and/or Portuguese an advantage). The contract covers a 12-month period, with possible extension based on performance. Selection follows the Individual Consultant selection method under the World Bank's Procurement Regulations for IPF Borrowers.
