CONTEXT

LOCATION: Bata, Equatorial Guinea

BACKGROUND

IUCN is the world’s oldest and largest environmental protection network. It is a democratic membership union of over 1,400 member governmental and NGO organizations and nearly 15,000 volunteer scientists in more than 160 countries. IUCN’s work is supported by over 1,000 professionals in 45 offices and hundreds of partners from the public, private, and NGO sectors worldwide. Its headquarters are in Gland, Switzerland. IUCN’s work focuses on the appreciation and conservation of nature, ensuring effective and equitable governance of its use, and deploying nature-based solutions to address global climate, food, and development challenges. As part of this mission, IUCN is implementing, with national partners, the GEF-funded project entitled “Strengthening Sustainable Forest Management through Integrated Land-Use Planning, Improved Livelihoods, and Biodiversity Conservation in the Transboundary Landscapes of Monte Alen and Rio Campo in Equatorial Guinea.” The project aims to sustainably conserve and manage biodiversity and forest ecosystems in the Monte Alen and Rio Campo landscapes of Equatorial Guinea through an inclusive landscape approach, effective land-use planning, improved management of protected areas, and the promotion of local governance and sustainable livelihood options.

To achieve this, IUCN needs a competent national team to facilitate project implementation and interact with the various partners. An administrative and financial assistant is part of this management unit.

Under the supervision of the project coordinator, the administrative and financial assistant will have the following responsibilities:

JOB DESCRIPTION:

Main Responsibilities:
• Assist the Project Coordinator by providing guidance to facilitate project implementation in accordance with applicable financial control systems, standards, policies, laws, and regulations;
• Assist the Project Coordinator in the budgeting process (preparation, submission, review/adjustment, and implementation);
• Maintain accounting records in the NAV system;
• Support contract, procurement, and logistics management
• Facilitate internal and external audits and ensure that agreed recommendations are followed;
• Ensure that required financial information and reporting requirements to PACO and donors are met and submitted satisfactorily and on time.

In addition to the above responsibilities, the Administrative and Financial Assistant will perform the following specific tasks:

1. Accounting and Reporting:
• Ensure that accounting records are maintained in the NAV system in accordance with IUCN accounting policies and legal and regulatory requirements, and that the monthly closing schedule is adhered to;
• Maintain proper accounting records in accordance with IUCN filing and archiving requirements and facilitate the work of auditors;
• Verify and analyze contracts and financial reports from Implementing Agencies and other project partners;
• Monitor the budgetary and financial status of projects monthly with the Project Coordinator;
• Analyze vehicle fuel consumption and prepare related reports;
• Analyze third-party accounts and other balance sheet accounts.

2. Cash Management:
• Monitor the office's cash position, prepare payments, and submit funding requests to the regional office;
• Manage petty cash;
• Ensure that receipts and disbursements are properly supported by appropriate documentation;
• Perform monthly bank account reconciliation and monthly cash closing.

3. Planning, Budgeting, and Forecasting:
• Support the Project Coordinator in revising annual forecasts in accordance with IUCN procedures;
• Support the Project Coordinator in establishing the project's Annual Budget Work Plan (ABWP);
• Discuss any potential problems with the Project Coordinator and report any actual or potential problems to the Regional Office, paying particular attention to the risk of budget shortfalls.

4. Administration:
• Participate in the renewal of insurance policies;
• Ensure all internal approvals are obtained before engaging with third parties;
• Support the Project Coordinator in preparing contractual files with service providers and partners;
• Prepare purchase requests and purchase orders in accordance with procurement procedures;
• Maintain the fixed asset inventory register;
• Conduct an annual inventory of materials and equipment;
• Ensure assets are properly protected;
• Assist in the preparation of activities (missions, workshops, etc.);
• Handle correspondence and ensure proper filing;
• Manage the database of the Office's Experts and Consultants;

5. Audit
• Ensure all reports and supporting documents required for audits are prepared and maintained effectively;
• Prepare responses to auditors' comments with all additional supporting documents, as needed;
• Support the implementation of audit recommendations and maintain the monitoring table.

Perform other tasks within their skillset as requested by supervisors.

REQUIRED QUALIFICATIONS AND SKILLS:

Education:
Hold a Bachelor's degree (or equivalent) in management, accounting, finance, or auditing.

Professional Experience:
Demonstrate at least 3 years of experience in a similar position;

• Demonstrate experience working with projects funded by international donors in the fields of environment, conservation, and sustainable development, or related fields.
• Demonstrate strong administrative writing skills.

• Technical Skills

Be proficient in computer tools, including Excel, Word, email, and at least one ERP accounting software;

• Have a good understanding of the accounting, administrative, and financial procedures of international NGOs and projects;
• Language Requirements and Professionalism:

Be fluent in Spanish and one of the national languages, both written and spoken. Demonstrate proficiency in foreign languages (French and English)

• Demonstrate the ability to establish, plan, and coordinate one's own work plan;
• Possess a strong team spirit and the ability to work effectively with multicultural teams while maintaining discretion.
• Be of impeccable integrity. IUCN has a zero-tolerance policy regarding fraud and corruption;
• Be willing to undertake missions within the country to monitor partners and contractors.
