The World Organisation for Animal Health (WOAH – founded as OIE) is a leading intergovernmental organisation representing 183 Members worldwide. Through its activities, WOAH makes a decisive contribution to improving animal health, protecting animal welfare and strengthening Veterinary Services. The Organisation provides transparent information on world's animal health situation, and promotes international standards, particularly in terms of the safety of trade in live animals and animal products. Nature for Health (N4H (https://nature4health.org/about)), is a global initiative, working nationally—via a multi-partner trust fund—to reduce health risks through environmental determinants. WOAH is one of the eight founding Partners of N4H and is the lead Implementing Partner for the country project in Mongolia, which was selected as a fund recipient in the first phase.

 

Job Description

Positioning and reporting

 

Under the authority of the Director General, the One Health Regional Project Officer will work under the direct supervision of the WOAH Regional Representative for Asia and the Pacific (RR-AP), based in Tokyo, Japan. He/she will work in close collaboration with relevant WOAH Units and Departments in Headquarters, RR-AP, in-country counterparts and the project's Secretariat.

 

Job purpose

He/she is the WOAH staff member responsible for implementation of the N4H-financed national project on One Health in Mongolia, 'Baigald Eeltei Neg Eruul Mend' ('Nature-friendly One Health'). He/she supports the regional and global coordination of the N4H project by ensuring the timely and successful delivery of activities in line with set objectives and participating as required in the operational implementation of activities in Mongolia and, as needed, in other WOAH Members. The Regional One Health Project Officer will also support implementation of WOAH's One Health Strategy (woah-one-health-strategy.pdf (https://www.woah.org/app/uploads/2024/12/woah-one-health-strategy.pdf)). He/she will also support other activities as required by the WOAH Regional Representative for Asia and the Pacific.

 

Missions and activities

 

Ensure the overall technical implementation of the N4H project

  • Liaise closely with counterparts—at national, regional and global levels—working on the N4H project to support and facilitate the implementation of all initiatives, activities and actions developed as part of the project;
  • Develop, plan, facilitate, implement and monitor implementation of project activities and deliverables, in collaboration with WOAH regional and headquarters teams and external partners, including the Veterinary Services and other relevant stakeholders;
  • Engage closely with his/her N4H counterparts in the development, planning and implementation of joint activities under the project in order to guarantee its alignment with the N4H
  • Initiative and WOAH One Health Strategy; Initiate, engage and facilitate exchanges and information sharing between all partners/experts and stakeholders involved in the project;
  • Participate in regular coordination meetings with N4H and other One Health partners including the regional Quadripartite.

 

Ensure the management and monitoring and evaluation (M&E) of the N4H project

  • Contribute to the development of a detailed project plan to monitor and track progress:
  • Identify risks, and analyse, manage and propose mitigation measures to ensure timely delivery of the project;
  • Support development and implementation of an M&E framework and performance metrics, and capture information to track project performance;Work with the project Communications Officer to develop and implement a communication plan;
  • Work with relevant project staff to facilitate contacts with in-country stakeholders;
  • Ensure tracking and validation of expenses and meeting of budgetary objectives;
  • Coordinate specific technical activities and deliverables (including those implemented by consultants and external implementers), to ensure delivery of project outputs;
  • Organise and support implementation of national and international workshops, meetings, and conferences relevant to the project;
  • Represent WOAH at coordination meetings and expert consultations planned within the project, as relevant;
  • Coordinate and contribute to the preparation of background documents and progress reports for the project governance mechanisms;
  • Prepare the technical reports as required by the donor and according to WOAH rules, as well as contribute to the preparation of the corresponding financial reports in collaboration with the WOAH Resource Mobilisation and Financial Partnerships Department.

 

Contribute to the N4H project communication

  • Support the activities of the Communication Officer(s) assigned to the project and in-country counterparts in the rollout of the project's Communication Strategy;
  • Support development of communication materials related to the N4H project;
  • Provide topic-specific advice on matters relating to the project;
  • Contribute to drafting papers, articles and other relevant informative technical and communication material to promote the project's objectives, in collaboration with the Communications Officer(s).

 

Provide general support to the activities of WOAH RR-AP

  • In coordination with the One Health team at WOAH RR-AP and SRR-SEA, support the implementation of WOAH regional actions on One Health, in line with the WOAH One Health Strategy within the project;
  • Support representatives from relevant Ministries and National Institutes in regional Members in analysing the current national policy framework and institutional landscape relevant for One Health;
  • Provide guidance to prioritize activities and interventions and to support WOAH Members in drafting strategic documents/actionable implementation plans in relation to the objectives of their national One Health action plans;
  • Support the implementation of WOAH activities organised by WOAH RR-AP and SRR-SEA;
  • Contribute to the preparation of responses to enquiries from Members and other stakeholders;
  • Provide background documents, meeting reports and other working documents as required.

 

Requirements

Qualifications and Experience

 

Required Qualifications

  • Graduate degree in public health, agriculture, veterinary sciences, environmental science or other relevant fields;
  • -At least 3 years of experience in project management, planning, implementation and evaluation;
  • Experience in the management of donor funded development projects, including contract management;
  • Experience in preparing and monitoring budgets;
  • Report writing experience.

 

Additional Qualifications

  • Experience in projects related to One Health and the Quadripartite Alliance;
  • Experience in public health and/or veterinary public health and/or environmental health;
  • Experience using systems thinking;
  • Experience undertaking project monitoring and evaluation;
  • Prior work experience in Asia;
  • Prior work experience within an international organisation.

 

Required Skills

 

Technical Skills

  • Excellent command of English is required, both written and oral;
  • Strong project management and editorial skills;
  • Significant experience with the use of Microsoft Office software;
  • Proficiency in web-based applications (Smartsheet) and (social) media computer tools.

 

Additional Skills

Knowledge of additional computer tools such as Trello, Mailchimp, Survey Monkey.

 

Interpersonal Skills

  • Strong team orientation with interpersonal skills;
  • Organisational awareness: strong ability to establish priorities, work within tight timelines and multi-task;
  • Capacity to work in a multicultural international environment with colleagues from different departments and offices, and grasp different topics and activities quickly;
  • Self-motivated, focused and driven.

 

Additional Information

Working conditions

 

Salary: 450,000 JPY/month

Contract Type: WOAH Staff – Fixed-term contract.

Duration: One (1) year, renewable.

Start date : Quarter 4 2026
