Context
The World Organisation for Animal Health (WOAH – founded as OIE) is a leading intergovernmental organisation representing 183 Members worldwide. Through its activities, WOAH makes a decisive contribution to improving animal health, protecting animal welfare and strengthening Veterinary Services. The Organisation provides transparent information on world's animal health situation, and promotes international standards, particularly in terms of the safety of trade in live animals and animal products. This position is located in WOAH's Regional Representation for the Americas, in Buenos Aires
 
Job Description
 
Positioning and reporting
Under the authority of the Deputy Director General, Institutional Affairs and Governance, and under the direct supervision of the Regional Representative for the Americas. The position is based at the Regional Representation in Buenos Aires, Argentina, and provides operational and project management support to regional activities implemented across the Americas, including in coordination with the Sub-Regional Representation in Panama and relevant Headquarters departments.
 
Job purpose
The Regional Project Management and Operations Officer contributes to the efficient planning, coordination, implementation and monitoring of regional projects and technical cooperation activities conducted by the Regional Representation for the Americas. The position provides operational, administrative and project management support to regional technical teams to facilitate the effective delivery of projects, activities and donor-funded initiatives. The role supports project design and implementation processes through budget planning and monitoring, reporting, coordination with Headquarters departments and donors, and the preparation of management and operational documentation. The position contributes to ensuring sound project execution, effective communication among stakeholders, and compliance with organisational administrative and financial procedures.
 
Missions and activities
 
Project planning, coordination and implementation support
  • Support the planning, implementation, monitoring and follow-up of regional projects and technical cooperation activities implemented by the Regional and Subregional Representations.
  • Assist technical teams in translating technical project concepts and activities into operational workplans, timelines, budgets and implementation frameworks.
  • Contribute to the preparation and monitoring of project implementation schedules, deliverables and milestones.
  • Support coordination among regional offices, Headquarters departments, technical experts and external partners involved in project implementation.
  • Facilitate communication and operational coordination between the Buenos Aires and Panama offices for jointly implemented regional activities and projects.
  • Contribute to the organisation and logistical coordination of meetings, workshops, missions and regional events, including hybrid and virtual activities.
  • Participate in relevant meetings and provide operational follow-up on agreed actions and implementation priorities.
Budget management and reporting
  • Assist in the preparation, monitoring and follow-up of project budgets and financial implementation plans.
  • Prepare expenditure tracking reports, budget monitoring tools and financial implementation summaries.
  • Support compliance with organisational financial and administrative procedures related to project implementation.
  • Liaise with relevant Headquarters departments regarding project budgets, financial reporting and operational procedures.
  • Contribute to the preparation of donor reports, management reports and internal progress reports.
  • Support the consolidation and presentation of project-related information for reporting to donors, management and governing authorities.
Administrative and operational support
  • Provide operational and administrative support to the regional technical team in the implementation of programme activities.
  • Draft, review and format reports, presentations, briefing notes and operational documents.
  • Contribute to maintaining organised project documentation and implementation records.
  • Support communication and coordination with consultants, service providers, partner organisations and institutional stakeholders as required.
  • Contribute to the continuous improvement of internal project management and operational coordination practices.
Requirements
 
Qualifications and Experience
 
This position is primarily focused on project coordination, operational support and administrative management for regional technical cooperation activities.
 
It requires someone with:

  • ability to manage multiple activities simultaneously and meet deadlines;
  • excellent written and oral communication skills;
  • strong interpersonal and teamwork skills;

  • strong attention to detail and capacity to work autonomously.
The position may require occasional travel within the Americas region and collaboration with teams based in different offices and time zones.
 
Qualifications
  • Degree (Bachelor's degree or equivalent) in project management, international relations, business administration, public administration, economics or other relevant fields. Advanced undergraduate student could be considered.
  • Relevant professional experience in project coordination, administration, operations or programme support is desirable.
  • Experience working in an international organisation, development cooperation environment or multicultural setting would be an asset.
  • Good knowledge of digital collaboration and project management tools.
  • Advanced proficiency in Microsoft Office applications, particularly Excel, Word and PowerPoint.
  • Familiarity with project management methodologies and tools would be an advantage.
  • Excellent command of Spanish and English, both written and spoken, is essential.
  • Knowledge of other regional languages would be an asset.

  • Salary: commensurate with qualifications and experience.
  • Type of contract: Fixed-term contract.
  • Duration: 18 months

This position is a full-time office-based position and requires long hours in a seated position at a computer. It can entail missions abroad. Teleworking would be possible under conditions defined by WOAH Teleworking charter.
