Position Summary
The Asia Foundation (TAF) Indonesia Office is seeking a qualified professional to serve as the Monitoring, Evaluation, Learning, and Reporting (MELR) Officer. The position will lead the day-to-day implementation and coordination of MELR activities across TAF Indonesia's environmental governance programs. Additionally, the position will develop data collection tools, coordinate routine data collection, track program progress and results, maintain results frameworks and databases, conduct data quality assessments, support evaluations and learning processes, and prepare donor reports. They will work closely with program teams and implementing partners, and will ensure that timely and reliable evidence is used for donor compliance, decision-making, and adaptive program management.
Key Responsibilities
* Develop and manage the program's MELR framework, systems, and tools aligned with the theory of change, log frame, indicators, work plans, targets, and donor requirements.
* Coordinate data collection, consolidation, and management of qualitative and quantitative program data from internal teams and implementing partners, ensuring data quality, completeness, consistency, timeliness, and GEDSI disaggregation.
* Monitor program performance against activities, outputs, outcomes, milestones, and targets through regular review processes and field monitoring visits to identify gaps, risks, and corrective actions.
* Maintain and strengthen monitoring systems, including indicator tracking tables, dashboards, databases, and other evidence-based tools, while providing technical guidance to staff and partners.
* Design and coordinate evaluations, including baseline, midline, endline, and thematic studies, by developing evaluation plans, methodologies, sampling strategies, data collection tools, and analysis frameworks.
* Lead evaluation data collection and analysis to assess program relevance, effectiveness, efficiency, sustainability, and contribution to intended outcomes.
* Support external evaluations and assessments by coordinating processes, facilitating stakeholder engagement, providing required data, and reviewing evaluation outputs.
* Ensure evaluations are ethical, objective, participatory, and GEDSI-responsive, producing practical and actionable recommendations for program improvement.
* Capture and document learning by developing knowledge products on best practices, innovations, challenges, lessons learned, and adaptive changes throughout implementation.
* Facilitate reflection and learning sessions with program teams, partners, participants, and stakeholders to review progress, validate assumptions, and strengthen implementation strategies.
* Promote evidence-based decision-making and adaptive management by integrating monitoring findings and learning into program planning, strategy adjustments, and implementation improvements.
* Manage the full reporting cycle by coordinating inputs, consolidating information, and producing timely, accurate, evidence-based reports aligned with donor requirements, log frames, workplans, and financial documentation.
* Maintain complete reporting records and evidence and respond effectively to donor feedback, comments, and requests for clarification.
* Contribute to program planning, team collaboration, communication, and knowledge sharing, including responding to country office and headquarters requests for updates, results, and impact evidence.
* Build and maintain external partnerships and represent the organization with government agencies, CSOs, research institutions, donors, and other stakeholders to support MELR activities, learning dissemination, and coordination forums.
Qualifications
Required
* Bachelor's degree in development studies, social sciences, forestry, geography, statistics, economics, public policy, or another relevant field.
* Minimum seven years of relevant experience in monitoring, evaluation, learning, and reporting for development projects, including performance measurement and result-based management.
* Demonstrate experience in designing and implementing MEL systems, indicators, data collection tools, baseline studies, data management systems, and evaluation processes.
* Experience working with Indonesian CSOs, particularly at the provincial and district levels.
* Experience providing technical assistance and capacity building on MELR.
* Excellent verbal and written communication skills in both English and Bahasa Indonesia.
* Proficiency in standard word processing, spreadsheet, presentation, and data management applications.
* Excellent interpersonal and stakeholder engagement skills, including the ability to maintain good relations with CSOs, government, donors, partners, and colleagues.
* Ability to work independently and collaboratively, adapt to changing circumstances, and perform effectively in challenging environments.
* Willingness to travel to remote areas as required.
Preferred
* Master's degree is preferred.
* Experience in environmental governance and GEDSI is an advantage. Knowledge of environmental governance issues in Indonesia is highly desirable.
* Interest in the political-economy dimensions of environmental governance in Indonesia.
