Positioning and reporting

Under the authority of the Deputy Director General for Institutional Affairs and Governance of the World Organisation for Animal Health (WOAH) and the direct supervision of the Head of the Institutional Affairs and Partnerships Department (IAPD).

Job purpose

The World Organisation for Animal Health (WOAH) supports its Members in strengthening animal health systems and addressing global challenges through coordinated governance, strategic planning and regional implementation. To ensure impact and relevance, WOAH is advancing efforts to modernise its processes, governance framework and partnerships management so that institutional discussions and strategic priorities are effectively translated into coherent and visible action.

Within this context, the Institutional Affairs and Partnerships Department (IAPD) contributes to strengthening WOAH's institutional governance (Assembly and Council), external cooperation and strategic partnerships as well as cross-cutting corporate policies including Gender equality, disability and social inclusion (GEDSI). The Department supports effective decision-making and the Organisation's long-term strategic objectives, taking into account emerging institutional needs and priorities.

The Institutional Affairs Officer contributes to the Department's mission by supporting transversally the existing and future WOAH partnerships, the preparation of WOAH's statutory bodies as well as the establishment of transversal corporate policies.

The Institutional Affairs Officer maintains a structured overview of the partnership situation, updating regularly the information in relevant databases and files, drafting briefing notes and reports and tracking the decisions taken and actions needed. Also, the Institutional Affairs Officer assists with the preparation, organisation and reporting of WOAH institutional bodies as well as support the development of transversal corporate policies when needed.

He/she provides analytical support and timely signals to the Head of Department on emerging coordination, administrative or institutional issues.

Missions and activities

Support WOAH partnerships and external cooperation
– In close collaboration with the other staff of the Department, support the implementation of the WOAH Partnership Framework and contribute to the efficient follow-up of the existing partnerships.
– Regularly update and improve a database of all WOAH MoU and other partnerships to provide a clean and practical source of information supporting decisions.
– Support the preparation, organisation and reporting of the WOAH Partnership Task Force.
– Review existing MoU and be force proposal for amendments in consultation with relevant colleagues.
– Draft briefing notes on partners and initiatives as well as speaking points before meetings with partners.
– Contribute to the development and implementation of clear processes for the development of partnerships between WOAH and private sector entities.
– Compile and consolidate information on partners, networks and good practices within the sector for internal analysis and brainstorming.

Support the organisation of WOAH's statutory bodies (Assembly and Council)
– Support the preparation, organisation and reporting of WOAH's statutory bodies (Assembly and Council).
– Contribute to the review, proofreading, quality control and translation workflow of the documentation related to the WOAH General Assembly and Council.
– Contribute to the drafting of minutes of key institutional meetings.
– Assist in tracking follow-up actions related to the decisions and resolutions adopted at the WOAH General Assembly and Council.

Support transversal corporate policies
– Contribute to the development and follow-up of selected cross-cutting corporate strategies and policies, including Corporate Social Responsibility (CSR).
– Work in collaboration with the Gender Technical Advisor everytime links can be foreseen on these transversal policies.

In agreement with the Head of the Institutional Affairs and Partnerships Department, possibility to participate in relevant regional and international meetings, seminars and conferences, and promote WOAH as an independent, scientific and highly professional organisation.

In addition, the Head of the Institutional Affairs and Partnerships Department may, when necessary, assign to the incumbent, any other duties, responsibilities and activities within her/his area of competence.

Requirements

Qualifications and Experience

Required Qualifications
– Master's degree or equivalent in political science, international relations, law, development studies, public administration, business administration or a related field.
– Two to seven years of relevant professional experience in institutional coordination, governance processes, international cooperation, or programme/project support within an international or multi-stakeholder environment.
– Demonstrated experience in supporting planning, reporting and follow-up processes, including the consolidation and structured analysis of information from multiple stakeholders.
-Experience preparing briefing materials, summaries or governance-related documentation.
– Familiarity with the institutional and governance structures of intergovernmental organisations is highly desirable.
– Experience working in multicultural and international environments is an asset.

Required Skills

Technical Skills
– Excellent written and spoken English.
– Working knowledge of a second official language of WOAH (French or Spanish).
– Strong drafting and reporting skills, with the ability to produce clear, concise and well-structured documentation.
– Experience in planning and reporting meetings (virtual and presential);Proficiency in Microsoft Office applications (Word, Excel, PowerPoint); familiarity with collaborative document management tools.
– Ability to organise and manage multiple information streams and coordination processes effectively.
– Interest in public health issues and concepts.

– Sound problem-solving skills within defined responsibilities.
– Ability to communicate effectively with diverse stakeholders in a multicultural environment.
