BACKGROUND
The Government of Ghana, under World Bank and Global Partnership for Education (GPE) funding, is supporting the government's education strategic plan to improve equitable access to quality basic education in Ghana. The Ghana Accountability for Learning Outcomes Project (GALOP), approved for an amount of USD 218.7 million, has the Project Development Objective (PDO) to improve the quality of education in low-performing basic education schools and to strengthen education sector equity and accountability in Ghana. The GALOP was originally implemented over a five-year period from Jan 2020 to Dec 2024. However, the parent project has been extended to close by 31st December 2026 and the Ministry has received a second additional financing (AF 2) totalling $118.8m to scale up successful interventions from the parent project to be implemented by 31st December 2028.
The purpose of the REOI is to invite interested individual consultants to submit Expressions of Interest to provide any of the underlisted services.

NB: Consultant should state clearly the Reference No. and the Assignment they are applying for.
Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to undertake the above services as required in the Terms of Reference (ToR) for any of the assignments provided in the link above.
The short-listing criteria shall be based on the Consultant's:
- experience and qualifications related to the assignment
- description of similar assignments undertaken,
- experience in similar conditions,
- evidence of relevant qualifications
- Curriculum Vitae with details as required in the ToR
Selection of Consultants
The selection method for the assignments will be as indicated in the table above in line with the procedures specified by World Bank's Procurement Regulations for IPF Borrowers; Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services, July 2016; Revised September 2025 (7th Edition).
