Project Description:
This position is part of the Water, Key to Sustainable Development (ECDD - WASH) project funded by the Embassy of the United Kingdom in the Netherlands from May 2024 to February 2028. This project is being implemented in the three communes of Moussodougou, Douna and Kankalaba in the Cascades region. This project has 3 components that contribute to the general objective of sustainably improving access to basic water, sanitation and hygiene services in the communes concerned.
* Component 1: This involves implementing activities to improve defecation and hygiene practices in households, schools and health centres. The activities carried out there are CLTS in order to put an end to open defecation and include, among other things, the training of masons in the construction of improved and drainable latrines. In addition, the programme implements the WinS approach in several schools and the WASH Fit approach in several health centres.
* Component 2: the aim is to support the municipalities in the development of their WASH PCD by taking into account regional planning and the management of water resources in the catchment area. Once the planning has been established, SNV will build a number of water supply infrastructures and latrines in schools and health centres.
* Component 3: the aim is to support municipalities and water service managers (AUE, public authority, farmers) in a more professional and efficient management of water in the area. This component integrates the human rights-based approach and conflict sensitivity in the water sector.
In order to strengthen its project team, SNV is looking for a qualified, experienced and committed candidate for the position of Water and Sanitation Engineer.
Job description
Under the supervision of the Project Manager, the Water and Sanitation Engineer will be responsible for carrying out the various stages of the construction of water and sanitation infrastructure from planning to acceptance of the works and transfer to municipalities, schools and health centers.
The role will focus on the following activities:
* Planning of community water supply systems: as part of the development or updating of the water supply supply systems, the engineer will have to work in collaboration with the governance advisor, the ATC of each municipality and the GIS consultant to develop an exhaustive map of the existing hydraulic structures in the municipalities of intervention. It will also have to model the possible scenarios for a total water supply coverage of each municipality, including the type of structure and their budgeting.
* Planning of water supply and institutional sanitation works: it will provide technical support to propose or validate the type and location of works to be built in schools and health centers for total coverage of the water supply including their budgeting.
* Construction of the infrastructures:
o Realization of APD and APS for the structures built and financed by the ECDD WASH project.
o Drafting of technical specifications (drawings of structures and hydraulic diagrams) for the construction of the water supply and institutional health infrastructures and the provisional budget within the framework of the tender documents
o Participation in the evaluation of the bidding companies as well as the control office, if applicable. Participation in the drafting of contracts.
o Monitoring and control of the studies and construction of water supply and sanitation works until the final acceptance report.
* Technical advisory support: formulation of recommended measures for the protection of catchments, groundwater recharge and water management and health safety to operators (water users' associations and public authority)
* Monitoring-evaluation-learning:
o Production and maintenance of progress reports according to the organization's standards.
o Production and monthly updating of work monitoring tables, technical sheets, acceptance reports, accompanied by photos
o Writing short articles or communications with photos to report on the work of the project and its impact in communities.
Responsibility or one-time assignments
* Depending on the needs of the project, the advisor will be required to contribute to the other components of the project, to the digitalization activities and to the requests for contributions from the project manager and the head of the water and sanitation sector.
Qualifications
Minimum Qualifications
* Diploma and other qualifications
* Engineer (BAC+5) in hydraulics, civil engineering, rural engineering or water and sanitation
* Master 2 in Water Resources Management or Infrastructure Development (asset)
* Experience
* Minimum 10 years of experience in the planning, project management assistance and project management of water and sanitation infrastructure
Technical expertise
* Hydraulic planning and modelling:
Mastery of the planning of drinking water networks and sanitation facilities - Ability to model AEPA coverage extension scenarios - Knowledge of AEPA PCDs, SDG6 approaches, and sector standards
* Design of AEPA infrastructures:
* Drafting of tenders, technical sizing and budget
costing - Solutions adapted to the local context (PMH, PEA, VIP latrines, handwashing devices)
Monitoring and control of the works:
*Technical monitoring, quality control, acceptance of the works
* Knowledge of national and international standards in hydraulic and sanitary construction
Mastery of tools:
*GIS: QGIS or ArcGIS for cartography
*CAD: AutoCAD, EPANET or other technical drawing software - Office automation: Word, Excel (advanced), PowerPoint
