BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean's capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.
In recent years, WFP's expertise and footprint has been leveraged by governments to build supply chain emergency response capacities around the world. WFP works with governments from a range of sectors to strengthen local supply chain capacities by transferring WFP's know-how and best practices, with the overarching goal of making government systems more performant and shock resilient. In line with these experiences, the WFP Multi-Country Office (MCO) for the Caribbean provides multi-year technical assistance in support to the Caribbean Disaster Emergency Management Agency (CDEMA) and its participating member states.
Job Purpose:
The role will provide support to the supply chain capacity strengthening portfolio with a focus on emergency preparedness, response, and recovery. The supply chain officer will contribute to the planning and coordination to a range of capacity strengthening activities ensuring objectives are achieved in full.
ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive, within delegated authority):
The Logistics Officer will report to the Supply Chain Officer and will be responsible for the following activities:
* Support and coordinate the planning, execution, and evaluation of capacity strengthening initiatives in collaboration with the Office of Disaster
* Preparedness and Emergency Management, CDEMA and other national and regional partners, ensuring alignment with strategic objectives, efficient resource utilization, and sustained impact across the region.
* Support the operationalization of the supply chain assessment navigator framework for capacity strengthening as well as other initiatives such as supply chain planning, analytics and optimization.
* When required, deploy to emergency situations and take a leadership or supporting role in operations alongside the head of supply chain, ensuring swift and coordinated response, logistical efficiency, and effective allocation of resources to meet the needs of affected populations.
* Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.
* Support or manage logistics projects or operational activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
* Collect and analyse data through research and networking with colleagues to recommend actions to senior staff to improve performance of local logistics operations.
* Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimise use of available funds
* Contribute to consolidation and preparation of operational pipeline planning, and to the management of operational aspects of the supply chain (procurement, shipping, port operation), including checking document and customs clearance readiness, loading and discharging operations and contracting of applicable transport, warehouse and any relevant logistics services.
* Contribute to supply chain by providing technical support and guidance to other CO unit/services, divisions, particularly for emergency response.
* Collate data and contribute to preparation of accurate and timely reporting, including Key Performance Indicators (KPIs), supporting a WFP-wide view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders.
* Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (e.g. through the design and review of training materials)
* Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance.
* Follow emergency logistics preparedness practices, participate in preparation of CO Logistics Capacity Assessment (LCA), to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
* Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiencies
* Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
* Other as required.
OTHER POST REQUIREMENTS:
WFP provides emergency response support to the 22 English and Dutch-speaking countries in the Caribbean as needed. In this role, the incumbent may be required to:
* Support the Unit's emergency response activities.
* Deploy to affected countries to assist with Unit operations as required.
* Work beyond regular working hours to support emergency response efforts.
DELIVERABLES AT END OF THE CONTRACT:
*Conduct the supply chain capacity assessment navigator baseline framework and support the formulation of a multi-year workplan.
*Lead and demonstrate tangible progress towards the implementation of the workplan with key stakeholders.
*Support the stock-take annual exercise and support the landscaping of supply chain planning needs including required KPIs and products to support their achievement.
*Update the Logistics Capacity Assessment and Logistics Services Market Assessment.
*Support the development of at least 3-5 standby contracts for logistics services.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree preferably in Supply Chain Management, Industrial Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
*Experience in humanitarian or civil protection sectors.
*Previous exposure to supply chain strategy development & delivery ofimprovement / transformation programs with a focus on disaster preparedness,response and recovery.
*Progressively responsible experience in supply chain with WFP at the countrylevel, including: design, budget, retail, contracting, monitoring, etc.
*Experience monitoring and reporting on transport and freight market conditionsand trends.
*Experience in dealing with shipments and clearing imports/exports with customsofficials.
*Experience coordinating procurement and transportation processes with otherunits/ teams.
*Experience in warehouse and commodity management.
*Experience working with corporate systems (databases, software).

* Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such full medical clearance will be required.
