Title: Consultancy to Support Soil Fertility Management Training Program for Horticultural Systems in Morelos Mexico

2.               INTRODUCTION AND BACKGROUND
The World Vegetable Center (WorldVeg) is an international non-profit research and development organization headquartered in Tainan, Taiwan, dedicated to improving livelihoods, nutrition, and food security through the increased production and consumption of safe, nutritious vegetables. Operating across Asia and Africa, WorldVeg works with governments, research institutions, NGOs, and private-sector partners to develop climate-resilient vegetable varieties, strengthen sustainable production systems, and promote healthier diets and resilient food systems for smallholder farmers and consumers worldwide.
 
Through the Aurora Project, WorldVeg seeks to strengthen the technical capacity of horticultural producers in Morelos by providing training on soil fertility diagnosis, soil data interpretation, and soil management practices. To support this effort, WorldVeg seeks to engage a Consultant to design and deliver practical training programs across four locations in the state between August and September 2026.
 
The results of this assignment will contribute to improving producers’ knowledge and decision-making related to soil fertility and crop management. The training is expected to support the adoption of more effective and sustainable soil management practices, enhance horticultural productivity, and strengthen the long-term resilience of local production systems in Morelos.
 
3.               OBJECTIVES OF THE CONSULTANCY AND EXPECTED RESULTS
The objective of the consultancy is to design and deliver practical training programs on soil fertility diagnosis, soil data interpretation, and soil management practices for horticultural producers in Morelos. The expected result is the successful implementation of training activities across the targeted locations, resulting in strengthened technical knowledge and improved capacity among participating producers to apply effective and sustainable soil management practices.
 
4.               SCOPE OF WORK AND ACTIVITIES BY THE CONSULTANT
 
The Consultant will:
  • Conduct four (4) in-person workshops:
  • The workshops shall be delivered at four (4) strategic locations with vegetable producers in Morelos. The workshop locations shall be determined in consultation with WorldVeg.
  • Each workshop shall include at least twenty (20) vegetable producers, both male and female, as well as extension service officers, and shall have a duration of 6–7 hours.
  • The workshop programs shall follow the following technical approaches:
  • FAO "Soil Doctors" methodology;
  • Certified Crop Adviser framework of the American Society of Agronomy; and
  • Applied learning approach using methodologies approved under NOM-021-SEMARNAT.
  • Workshop topics shall include:
  • Fundamentals of Soil Fertility;
  • Fertility Diagnosis;
  • Plant Nutrition Management;
  • Water Management and its Relationship with Soil; and
  • Practical Zone-Specific Recommendations.
  • The Consultant shall provide technical support materials for workshop participants.
  • The Consultant shall provide meals, board, and accommodation for workshop participants where necessary.
  • Establish four (4) demonstration plots, one at each workshop location, and monitor their status throughout the duration of the program.
  • Develop one (1) social-media-based technical exchange network (preferably WhatsApp) to facilitate communication and knowledge exchange among producers, extension agents, and specialists.
  • Prepare one (1) final program report (in both Word and PDF formats) containing:
  • Results by location and comparative analysis;
  • Consolidated feedback from the four (4) workshops, including location-specific recommendations; and
  • Photographic annexes and data collection formats used.
5.               WORLDVEG’S RESPONSIBILITIES
 
WorldVeg will:
  • Provide relevant consultancy-related information and documentation upon request.
  • Participate in and monitor two (1) of the four (4) workshops.
  • Review and provide feedback on the final report submitted by the Consultant.
  • Integrate the consultancy findings and final report into the overall project reporting.
  • Ensure that payments are processed in accordance with the contractual terms and conditions.
6.               PAYMENT MODALITY
Payments will be made on a deliverable basis, subject to the satisfactory completion and acceptance of the agreed outputs by WorldVeg. No additional reimbursable costs will be covered under this consultancy.
