Protection Project Manager
Context
The Danish Refugee Council (DRC) assists refugees and displaced people around the world: we provide them with emergency assistance, fight for their rights and help them access a better future. We are present in conflict zones, along displacement routes and in countries where refugees settle. We work cooperatively with local communities to identify solutions that are both responsible and sustainable. We work towards the successful integration of refugees and where possible so that their wish to return can be realized.
In the DRC, DRC has been involved in humanitarian aid since 2009. Indeed, previously in Ituri Province, DRC gradually extended its scope to North Kivu. The country office is based in Goma.
General Objective of the Position:
The Multi-Sector Program Manager will be responsible for the proper implementation of all activities of protection projects underway in the area of Djugu, Ituri, and others in need and with the agreement of the candidate.e
Protection remains a central sector of the DRC portfolio in the area, the Protection Program Manager must ensure quality implementation, sensitive to protection risks, in compliance with humanitarian principles, minimum protection standards, the requirements of donors and internal DRC procedures. The/the program manager must promote integration between the different project sectors as well as with the sectors of other projects in the same intervention area. He/she is responsible for implementing and monitoring all elements of project cycle management. He/she will contribute to guaranteeing the technical quality of protection activities, the secure management of referencing, the application of the "Do no harm" principledata protection as well as accountability to affected populations. Finally, the Protection Program Manager anticipates and mitigates project risks by ensuring that operations in the area are in compliance with financial, logistical, HR, transparency, security, donor compliance and with the DRC Code of Conduct, PSEA, backup policies and data protection requirements.backup policies and data protection requirements.backup policies and data protection requirements.
Responsibilities:
Under the direct supervision of the Area Manager and in close collaboration with his/her team members, he/she will be responsible for:
Project management and implementation
- Ensure, with the TLs dedicated to the same, that the implementation of projects is carried out on time, in accordance with its objectives and the budget, using effective MEAL systems to have the desired impacts;
- Coordinate, plan and monitor project activities, through detailed work plans, regular monitoring meetings and a clear system for monitoring priority actions.
- Contribute to achieving high quality standards for sectoral interventions by collaborating closely with technical teams (Technical Coordinators and Specialists) and consistency between all projects, ongoing and proposed, in accordance with the global and national strategy;
- Ensure, with the support of the Grants team, monthly monitoring of projects including all elements of the project, human resources, indicators, activities, stocks, budget and recommendations for MEAL activities;
- Ensure expenditure planning, expenditure control, and correct documentation for project activities, conducting monthly expenditure review (BFU) and transactions (TDL), including compliance with minimum DRC and donor requirements;
- Ensure the development and regular updating of the supply/purchasing plan and communicate it with the Supply Chain manager monthly;
- Ensure that purchases are launched in a timely manner and validate purchasing requests related to project programmatic purchases and coordinate with Supply Chain teams for optimal use of inventory for programmatic objectives during projects;
- Ensure the development and updating of a recruitment plan for the project's programmatic staff and the launch of recruitment in a timely manner, in collaboration with the Human Resources manager;
- Ensure that all project documents are maintained in a timely and appropriate manner, physically and electronically, in SharePoint.
- Ensure that activities are implemented using an integrated approach across sectors, including protection, education, anticipatory action and other relevant sectors.
- Ensure that interventions take into account protection risks, conflict sensitivity, humanitarian access, team security and accountability to affected populations.
Technical quality and protection integration
- Contribute to guaranteeing the quality of protection interventions and their compliance with applicable minimum standards.
- Ensure that activities are implemented according to the principles of confidentiality, informed consent, security, non-discrimination, accountability and "Do no harm".
- Ensure that internal and external referencing mechanisms are safe, functional, documented and known to teams, particularly for protection cases, GBV, child protection, health, nutrition, MHPSS and socio-economic assistance.
- Support the identification of team capacity building needs on key themes: protection, secure referencing, basic MHPSS, PSEA, backup, data protection and accountability.
- Ensure the integration of protection risk analysis, mitigation measures and data protection across all multi-sector activities
Coordination and Strategy
- Oversee knowledge sharing between sector teams and ensure that monitoring and evaluation results are understood and used to improve programs;
- Promote the development and growth of relevant programs within the DRC program objectives and contribute to the development of a country-wide strategy;
- Contribute to the development of the National and Sectoral DRC strategy;
- Participate in the development and writing of new projects;
- Ensure the representation of DRC externally in coordination and sectoral bodies, as well as state technical services and other humanitarian actors in intervention areas at the request of the Area Manager.
Reporting /communication/representation
- Ensure that narrative and financial reports are developed and shared on time, respecting the lessor's requirements;
- Guide through the DRC program manual (PCM guidelines), continuously monitor and develop relevant accountability initiatives within the relevant project program as well as strengthen the effort to document all activities, and also the impact of activities;
- Prepare administrative documents to be signed jointly with government authorities or partners, to be validated by the Head of Area, Programs or Mission;
- Manage and centralize internal communications between team members and sectors and external communications with other humanitarian and development partners;
- Ensure compliance with the visibility policy of DRC and the lessor in project interventions.
- Document lessons learned, best practices, operational challenges and recommendations to improve current and future interventions.
Personnel management
- Lead and manage project staff, including coaching, coordination, recruitment, capacity development and performance evaluation;
- Provide on-the-job training as necessary and tailor training/coaching to specific staff needs;
- Ensure compliance with DRC's image and humanitarian principles by all employees under its supervision and in the project implementation area;
- Report personnel management challenges to the Human Resources Manager as necessary and manage cases of poor performance and disciplinary measures as necessary.
- Promote a respectful, collaborative, inclusive work environment consistent with DRC values
Technical experience and skills required or desirable
- Degree in a field related to social sciences, law, economics or similar;
- Training in Humanitarian Project Management or Development is an asset
- Minimum 6 years of national and/or international experience in proven team management in INGO projects;
- Minimum 3 years' experience in managing protection or multi-sectoral projects including protection, preferably in complex emergency contexts.
- Demonstrated competence in all components of the project management cycle, including budget management, staff management and development, risk management
- Good understanding of protection principles, "Do No Harm", accountability to affected populations, data protection, PSEA and minimum humanitarian standards.
- Excellent skills in writing and reviewing reports and other documents for an external audience. Skills in the development of new emergency programs or sustainable solutions, in the sectors of protection, livelihoods, or peacebuilding an asset.
- Experience working closely with local partners and authorities is essential.
- Good skills in communication and working in multinational teams.
- Demonstrated ability to work in a volatile environment, with access, security and resource constraints.
- Perfect command of French is required, written and verbal English a major asset
