2. INTRODUCTION AND BACKGROUND
The World Vegetable Center (WorldVeg) is an international non-profit research and development organization headquartered in Tainan, Taiwan, dedicated to improving livelihoods, nutrition, and food security through the increased production and consumption of safe, nutritious vegetables. Operating across Asia and Africa, WorldVeg works with governments, research institutions, NGOs, and private-sector partners to develop climate-resilient vegetable varieties, strengthen sustainable production systems, and promote healthier diets and resilient food systems for smallholder farmers and consumers worldwide.
Chilli pepper producers in Oaxaca, Mexico, face significant phytosanitary challenges affecting crop productivity, and a structured evidence base is needed to inform future management strategies. Therefore, WorldVeg seeks to engage a consultant to conduct participatory diagnostic workshops across three (3) localities with significant pepper cultivation in Oaxaca to document, prioritize, and analyze pest and disease problems at farm level.
The results of this assignment will help generate a stronger evidence base for future research and phytosanitary interventions and support the development of more effective, locally adapted management strategies for chilli pepper production systems in Oaxaca.
3. OBJECTIVES OF THE CONSULTANCY AND EXPECTED RESULTS
The objective of the consultancy is to develop a database documenting the major pests and diseases affecting pepper production, including the pepper varieties impacted by them. The expected result is a structured and comprehensive database that captures the identified phytosanitary constraints and associated affected varieties across the targeted localities.
4. SCOPE OF WORK AND ACTIVITIES BY THE CONSULTANT
The Consultant will:
- Conduct three (3) participatory diagnostic workshops, one in each selected locality, with 10–15 producer participants per workshop. The three localities will be determined in consultation with WorldVeg.
- Develop one (1) systematized database (Excel format) including:
- Pest and disease inventory by locality;
- Frequency, severity, and seasonality matrix;
- Recorded management practices; and
- Observations on varietal differences.
- Prepare one (1) final technical report (in both Word and PDF formats) containing:
- Methodological description;
- Results by locality and comparative analysis;
- Prioritization of phytosanitary problems;
- Analysis of producer perceptions regarding varietal susceptibility and resilience; and
- Photographic annexes and data collection formats used.
5. WORLDVEG’S RESPONSIBILITIES
WorldVeg will:
- Provide relevant consultancy-related information and documentation upon request.
- Participate in and monitor at least one (1) of the three workshops.
- Review and provide feedback on the final report submitted by the Consultant.
- Contribute to the prioritization of diseases for future follow-up activities related to integrated pest management (IPM) and breeding initiatives.
- Integrate the consultancy findings and final report into the overall project reporting.
- Ensure that payments are processed in accordance with the contractual terms and conditions.
6. PAYMENT MODALITY
Payments will be made on a deliverable basis, subject to the satisfactory completion and acceptance of the agreed outputs by WorldVeg. No additional reimbursable costs will be covered under this consultancy.
