Skill Development Advisor - RAYEE II Project

Location: Arba Minch, Ethiopia

SNV Ethiopia is implementing the Resilient and Empowered Young Women via Rural Agri-preneurship (RAYEE II) program, a five-year program (August 2025 to August 2030) that aims to reach one million financially disadvantaged rural young women and secure dignified employment for 800,000 youth using a market systems development approach in seven regions, focusing on dairy, poultry and horticulture value chains with a strong emphasis on gender equality and social inclusion (GESI).

The Skill Development Advisor provides technical leadership at cluster level to design, coordinate and oversee inclusive, gender-responsive and market-relevant skills development interventions for rural young women and persons with disabilities. The role strengthens local training providers, supports woreda facilitators, and integrates digital, entrepreneurship and financial literacy training into existing systems. The Advisor reports to the Cluster Coordinator and is technically guided by the national Skill System Advisor.

Key responsibilities:
  • Cluster skills planning and implementation: lead planning, design and rollout of skills interventions in line with annual and quarterly work plans; coordinate entrepreneurship, agribusiness, digital and financial literacy and value chain training; support Youth Savings and Loan Associations (YSLA); guide woreda facilitators; adapt training materials to local needs.
  • Training provider engagement, quality and inclusion: identify, assess and strengthen A/TVETs, youth centres, OSSCs, universities and private providers; support inclusive, gender-responsive, digitally integrated training; monitor training quality; promote flexible delivery models (mobile, community-based, digital); work with GESI and safeguarding colleagues.
  • Systems strengthening, monitoring and field support: embed digital literacy, entrepreneurship, financial literacy and mentorship in local institutions; conduct regular field visits and coaching; collaborate with MEAL on tracking tools and indicators.
  • Knowledge management, coordination and reporting: document lessons learned and success stories, contribute to progress reports and work plans, represent the programme in cluster forums, and align training supply with labour-market demand.

Requirements:
  • Bachelor's degree in education, agriculture, youth development, TVET, social sciences or a related field (master's preferred).
  • 8 years of relevant experience in skills development, preferably in rural youth employment and agricultural value chains.
  • Proven experience working with TVET institutions, private training providers and public skills systems.
  • Strong understanding of GESI, safeguarding and inclusion approaches in training.
  • Experience coaching and building the capacity of field staff and local actors.
  • Expertise in adult learning methodologies and youth entrepreneurship; experience tracking training quality and gathering field data.
  • Fluent English; understanding of local languages such as Gamogna and Wolita is an advantage.
  • Willingness to travel extensively within the assigned cluster.

Contract: National, one year with possible extension; expected start date 1 January 2027.

Closing date: 2026-10-30
