Azura Sankofa Advisory (ASA) is a lean global health advisory practice within Management Sciences for Health (MSH). It helps governments strengthen and sustainably finance their health systems, in support of government leadership rather than as a substitute for it. ASA is seeking a senior consultant to provide part-time technical and business-development support as it builds its pipeline and prepares for its first funded engagements. The consultant works closely with, and takes direction from, the Managing Director.
This is a remote, part-time independent consultancy (not an employment position), with travel as required. Posted locations: Nairobi (Kenya), Lusaka (Zambia), Dar es Salaam (Tanzania), Dakar (Senegal) and Kinshasa (DR Congo). The initial term is six months, renewable subject to need, performance and funding. Level of effort and daily rate are to be agreed against the relevant consultant band.
Key responsibilities:
- Business development: help build and convert ASA's pipeline of government, donor and foundation opportunities, from qualification and capture planning through to submission, in coordination with MSH's business-development teams.
- Proposals and concept notes: lead the development of high-quality, country-owned concept notes and proposals.
- Technical advisory: provide senior technical expertise in support of government-led reform.
- Consultant roster and readiness: reorganise and strengthen the consultant roster and recommend on consultant qualifications, capabilities and staffing needs.
- Delivery oversight: once engagements begin, support technical inception and quality, review key deliverables within delegated authority, and capture lessons learned.
- Client and engagement support: support the Managing Director on delivery planning and client engagement.
Technical focus areas: government advisory services and public-sector consulting; health financing and public financial management; health-systems strengthening, sustainability and transition; governance, accountability and regulatory compliance; government operations and reform; digital transformation as an enabler of health-system performance.
Qualifications:
- At least 10 years' experience in global health, health financing, public financial management, governance, institutional strengthening or advisory services, including senior technical experience.
- A strong track record of winning and delivering donor- and government-funded work, and of writing successful proposals, concept notes and investment cases.
- Technical depth in one or more of ASA's core areas.
- Experience supporting projects, programmes or clients across East and West Africa.
- Credibility with senior government officials and funders, and a commitment to country-led, government-owned reform.
- Experience building consultant rosters, staffing models or proposal processes, and strong project-management discipline.
- Excellent written and spoken English; additional languages desirable. Comfortable working independently in a start-up environment, and able to travel when required.
