Location: Semera, Ethiopia
The ICLA Officer ensures the day-to-day implementation of all Information, Counselling and Legal Assistance (ICLA) activities. The main duty of the ICLA Officer is to provide mobile legal assistance to project participants who are unable to claim or realize their rights. The Officer is responsible for ensuring that all ICLA activities and staff under their supervision comply with the NRC Code of Conduct, national law, donor requirements, and ICLA's overall objective to ensure that people affected by displacement can access their right to a durable solution.
Responsibilities
- Supervision (30%): oversee day-to-day ICLA activities, particularly legal information, counselling and assistance, ensuring service quality in line with the ICLA strategy, project documents and applicable laws; manage and supervise ICLA Technical Assistants (TAs).
- Legal counselling and assistance (40%): assist TAs in identifying and selecting beneficiaries and collecting documents; organise and conduct information sessions; provide individual counselling on complex cases, especially Housing, Land and Property matters; identify legal cases and assist beneficiaries; conduct legal research, analysis and needs assessments; deliver capacity building trainings and mentorship for external stakeholders.
- Staff capacity building (10%): provide on-the-job training to ICLA TAs.
- Integrated programming (10%): work with other core competencies to find touchpoints for integrated programming and create co-ownership with TAs.
- Administrative and reporting (10%): supervise team data entry in the electronic database and verify source documents; report advocacy, access and protection needs to the ICLA Team Leader; raise purchase requests and follow up with logistics; liaise with government, NGOs and UN agencies to maintain referral networks; update the M&E matrix; send weekly and monthly progress reports to the line manager.
Qualifications
- University degree in law or a related field and thorough knowledge of Ethiopian law.
- Experience as a Legal Project Officer in a humanitarian/recovery context, including complex and volatile contexts.
- Experience in a protection or legal assistance implementation position.
- At least 1-2 years' experience in project management, including staff supervision and compliance with internal policies and procedures.
- Experience in monitoring, evaluation and reporting.
- Prior experience representing an I/NGO and advocating on behalf of beneficiaries in public forums (e.g. Protection Sector).
- Willingness to travel to hard-to-reach areas covered under ICLA projects.
- Advanced computer skills (Word, Excel, PowerPoint, Outlook); good English preferred.
