Clean Air Task Force (CATF) is a global nonprofit working to safeguard against the worst impacts of climate change by catalysing the rapid development and deployment of low-carbon energy and other climate-protecting technologies. CATF's Industrial Innovation Program works to accelerate deep decarbonisation across hard-to-abate industrial sectors, including chemicals, steel and cement, by connecting technology innovation, policy advocacy and market development.
The Senior Policy Manager will help lead, shape and advance CATF's industrial decarbonisation and transformation policy work across the European Union and its Member States. The role sits at the intersection of policy development and external advocacy, translating complex technical and commercial issues into clear policy narratives and building connections among policymakers, industry, civil society and CATF's technical experts.
Responsibilities:
- Develop and advance practical policy positions supporting industrial decarbonisation across the EU and its Member States.
- Build support for CATF's industrial policy agenda through sustained engagement with EU institutions and national governments, including regular engagement in Brussels.
- Apply policy knowledge across energy-intensive industries, particularly chemicals, steel and cement.
- Connect technical, commercial and political perspectives to create clear policy narratives and practical solutions.
- Develop relationships and coalitions with industry representatives, environmental organisations, policymakers and other stakeholders.
- Contribute to policy work on carbon management, electrification, clean hydrogen, European and global carbon markets, and the EU Emissions Trading System.
- Represent CATF's positions through briefings, presentations, public speaking, media engagement, comment letters and fact sheets.
- Collaborate across the Industrial Innovation, European Advocacy and Communications teams, supporting partnerships and fundraising.
Required experience:
- A graduate degree, or a bachelor's degree plus at least eight years of relevant work experience.
- At least three years of experience working with EU institutions and the European legislative system.
- Detailed knowledge of or experience in European climate policy and industrial decarbonisation.
- Professional experience within government, industry, civil society, or a combination.
- Demonstrated ability to develop policy positions and communicate complex issues clearly.
- Excellent written and spoken English.
Preferred: experience with policy affecting chemicals, steel, cement or other energy-intensive sectors; knowledge of the EU ETS and carbon markets; an established Brussels network; additional European language skills.
Full-time, remote within Europe, with a preference for candidates based in Brussels. Expected base salary in Belgium: €108,793–€130,552 per year.
