Start Network is seeking a consultant to support the harmonisation of the Start Ready Disaster Risk Financing (DRF) system and the Philippines' Multi-hazard Impact-based Forecasting and Early Warning System (MHIBFEWS). The consultant will work with the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and in close coordination with Start Network technical specialists. Together they will co-develop, enhance, validate and operationalise analytical tools for riverine flood and tropical cyclone severe wind hazards.
The assignment will focus on conducting return period analyses, validating impact-based forecasting tools, and strengthening scientific robustness and institutional sustainability within government systems. The consultant will also support the validation and calibration of impact datasets in the Cagayan and Bicol River Basins, to ensure alignment with impact-based forecasting (IBF) and Start Ready risk modelling requirements.
Timeline: RFP issued September 2026. Application deadline 31 October 2026, 11:59 PM Philippine Time. Contract duration is three (3) months, with possible extension or re-contracting. Work starts in November 2026.
